Just weeks after a fantastic find of Rock Art in Carndonagh (Straths) Liam MacLochlainn and daughter Angela rediscovered one of the largest Rock Art sites in Western Europe.
Overgrown and hidden for years it has been brought back to life after a local farmer was clearing away gorse in a Magheranaul field at the Isle of Doagh!

SENATOR’S FEARS FOR FARMERS AS FODDER CRISIS CONTINUES
Fianna Fáil Seanad Spokesperson on Agriculture Brian Ó Domhnaill has called for an immediate extension to the Fodder importation scheme along with a special relief fund to help distressed farmers across the North West and around the country.
Senator Ó Domhnaill said: “There is an extreme shortage of fodder for farmers right across the country. Short-term and long-terms measures must be taken by the Minister for Agriculture to help farmers deal with the crisis.
“I am calling for an immediate extension to the Imported Fodder Transport Scheme which is due to end this week. The scheme should be extended by at least another two weeks.
“There is a major crisis in the west and North West in getting fodder into the region and farmers are being forced to keep young stock in sheds because there is no food on the land for them. Dairy farmers are under particular strain with growth four to five weeks behind normal years.
“Minister Coveney is failing Irish farmers. He needs to immediately put in place a €50m relief fund. The continuing unsettled weather combined with problems transporting fodder in from the UK and France means the fodder crisis continues to devastate the farming community.
“The hardship being experienced by our farmers cannot be ignored any longer.”
SHATTER APOLOGY: MacLOCHLAINN SAYS MINISTER STILL REFUSING TO ADMIT HE WAS WRONG
DONEGAL TD Padraig MacLochlainn has slammed Justice Minister Alan Shatter, despite the minister’s apology in the Dail today.
Deputy MacLochlainn, Sinn Fein’s justice spokesman, made his comments on RTE’s Prime Time programme.
It was on Prime Time last week that Deputy Shatter revealed information given to him by the Garda Commissioner that independent TD Mick Wallace had been spoken to by gardai in Dublin who had spotted him speaking on his mobile phone whilst stopped at traffic lights in his car.
Shatter’s comments are now the subject of two investigations.
The Donegal TD wanted to know how the Garda Commissioner Martin Callinan got to know of the conversation between Deputy Wallace and two Gardai.
He also slammed Shatter for his failure to “admit he was wrong.”
The Inishowen politician was also questioned on the show on how computer giant Apple was using Ireland to avoid paying taxes.
The US Senate found today that Apple was using Ireland as a tax haven.
Deputy MacLochlainn said the issue was damaging to Ireland’s reputation, with the Senate committee saying that the loopholes here were costing hundreds of millions of euro “at a time when we are bringing in the property tax for ordinary people.”
‘SCANDAL OF APPLE’S 2 PER CENT TAX RATE’– DOHERTY
A DONEGAL TD has reacted with anger to reports that global computer and gadget company Apple paid just 2 per cent tax in Ireland.
Appearing before the US Senate Committee today, the leadership of Apple confirmed that a deal was agreed with the Irish Government that reduced the tax liability to two per cent has been in place for a number of years.
Pearse Doherty, the Sinn Féin finance spokesperson said: “Today at questions the Taoiseach denied that a special deal was in place for Apple and its tax liabilities. Appearing before the Senate Subcommittee hearings the leadership of Apple confirmed that a deal had been negotiated and was in place since Apple made its first investment in Ireland in the early 1980s.
“Since 2003 this has meant that Apple has paid less than two per cent corporation tax. The Taoiseach needs, as a matter of urgency, to come to the Dáil and put right the record. Through the hearings this state has been likened to a tax haven this is undermining our international reputation.”
The findings by the US Senate Committee that show Apple is using Ireland to write-off its international tax bill by setting up an Irish incorporated, non-resident entity to handle 30% of its global earnings but pays tax nowhere.
The committee describes Ireland as a tax haven and that is not something this government should be ignoring or dismissing as not their problem, said Doherty.
He went on: “The issue of large multi-national corporations like Apple and Google not paying high effective tax rates in Ireland, or using Ireland as a vehicle to avoid paying tax internationally, is prominent in the news now but it’s something Sinn Fein has been highlighting for a period of time.
“I contacted the Oireachtas Finance Committee in November and requested hearings on this issue which are due to commence shortly. I have put a number of names of experts in the field forward to the committee and I have also proposed that we invite the Irish representatives of leading multi-national companies in Ireland in to answer questions.
“Ireland has benefitted from foreign direct investment in our economy in terms of jobs and payroll taxes. These jobs have to be protected. But our corporation tax rate is already very fair and cannot be undermined by a continual writing down of effective tax rates. Ireland is perceived as a tax haven and that is not beneficial to us in the long-term for either jobs, or tax take.
“This government continues to protest that our tax system is transparent. It is transparently flawed. Our tax code has been written for the benefit of large companies and the wealthiest in society, while SMEs and individuals are obliged to pay their tax bills in full. They cannot negotiate reduced tax bills.
“There cannot be one law for the big company and another for the small. This is what I want to get to the bottom of in the committee hearings. This is where we can shine a light on the tax structures and activities of large companies to reveal once and for all if they are playing the game fairly or they, and this government, are taking us for a ride.”

EQUESTRIAN: GLORY FOR THE DONEGAL GAELTACHT IN GALWAY
Six riders from the Donegal Gaeltacht Riding Club travelled to Ballinasloe on Sunday 19th May for the Western Region (Clare to Donegal) of the Association of Irish Riding Club’s (AIRC) qualifier for the AIRC National Dressage Championships which will be held on Sunday 18th August in Mullingar Equestrian Centre. As you begin to make the long journey down the country for a competition, you can’t help but wonder if it’s actually worth it. However, the day proved to the club that it was most definitely worth the effort!
The day kicked off for our club with the Advanced Primary riders. This was the largest class of the day with 27 entries. Rudy Schneider, Belcruit, Dungloe, and He’s a Dandy had a very impressive score of 76.47% which left them in 4th place, qualifying for the National Dressage Championships. On his second ride of the day, his own horse My Boy Boysie, he earned a score of 73.52% which left the pair in 10th place. Anne Harkin, Falcarragh, and Banshee Lady, rode their best ever test coming out with a fantastic score of 75.29% leaving them in 7th place overall. Ruth Mc Crossan, Drumcairn, Manorcunningham, brought Cut The Cuteness out from a three year sabbatical and the pony proved he’s still got it with a score of 72.35% leaving them in 11th place!
Rachael Mc Crossan, Drumcairn, was the only Intermediate rider from the club and together with her horse Batteries Not Included came out with a great score of 72.85% in this hotly contested class, leaving them in 4th place, also qualifying for the National Championships!
Tricia Warren, Dunfanaghy, (and Killult Stables), and Laura Schneider, Belcruit, Dungloe, represented the club at Open level and took the first three spots in this class. Tricia and He’s a Dandy rode to victory with a score of 81.53% (and oh my god their halt-talk about perfection!!!) and Tricia took second place on Colourado Kid with 80.38%. Laura, who is studying Veterinary Medicine at UCD had just finished her exams the day before and travelled down that morning, rode a beautiful test on Chloe Lass, coming in 3rd with a score of 77.69%.
The team of Tricia, Laura, Rudy and Anne came second in the team competition with a team average of 78.18% which means they have now qualified for the National Championships. Our second team of Tricia, Rachael, Rudy and Ruth came 4th with a team average of 75.96% and just missed out on qualifying.
Not to be outdone, club chairman Lawrence Smyth, at 71 years young, showed everyone how it was done on Jenny’s Jigsaw in the Advanced Primary show jumping, fighting off competitors from all over the region to take first place and the red ribbon back to Donegal! Tricia and Laura proved their talents do not lie solely in the dressage arena winning the Advanced Intermediate and Advanced Open show jumping respectively.
Everyone did so well down in Galway and really did the club proud! Riders were supported on the day by Emily Schneider, Tony McCrossan, Niall McCafferty, and Rosaleen Smyth. Considering that the Donegal riders were facing competiton from all over the regional, everyone placed in the top 11, really really impressive for a small club all the way from Donegal! Roll on August and the National Championships in Mullingar!
MARTIN McGUINNESS CONGRATULATES HIS SON FOR GETTING ENGAGED ON ERRIGAL
THE North’s Deputy First Minister Martin McGuinness has used Twitter to reveal that his son got engaged on Errigal at the weekend.
The Derryman, with huge family links to Donegal, congratulated son Rua for proposing to girlfriend Kate on Donegal’s highest peak.
And he even tweeted a picture of the ring above!
Mr McGuinness said he had first taken his son up Errigal when he was just six adding: “Days to remember.”
THE LATE HUGH GREEN TO BE HONOURED IN NEW ZEALAND
ONE of Donegal’s greatest is set to be honoured in New Zealand.
The late Hugh Green will be given a posthumous Hall of Fame award by the business community in his adopted homeland.
Hugh, from Raphoe, passed away last year.
His son John and daughter Frances have spoken about his love for life, doing deals – and his native county.
Frances says he never learnt to use a computer, calling it “the magic box”. “He couldn’t really read and write that well, and he certainly couldn’t spell.”
He was hard on his children, but “you saw a different side of him when he went to Ireland”, Frances says.
He had married Aucklander Moira Buckley in 1955 but was achingly homesick for years, only settling when he could afford to make regular trips back, she says in an interview.
A gala dinner is to be held in Auckland in July.
You can watch a video interview with Frances and John on this link here:

MAYOR MCBREARTY ATTACKS JUSTICE MINISTER – GARDAI CANNOT INVESTIGATE GARDAI
Mayor of Donegal Frank McBrearty has said the Garda Ombudsman must be made completely independent if it is to work.
In a wide-ranging attack on Garda misconduct, the Labour politician also points the finger at his own party and coalition partner Fine Gael for remaining silent on the issue.
He also challenges the Minister for Justice to publish the files sent to the DPP by all Garda investigations into the death of Donegal cattle-dealer Richard Barron.
Cllr McBrearty told Donegal Daily that it has been proven that Gardai cannot investigate Gardai.
“I have listened over the last number of weeks to the many allegations being made against the Gardai. It is of no shock to me these allegations that have been leveled at the force and now the conduct of Minister Alan Shatter TD which is similar to previous Justice Ministers. The comments being made by politicians about the Morris tribunal recommendations still not being implemented is deafening to say the least and they are somewhat annoying when you have the knowledge I have about Garda wrong doing.
“We have heard about the two Garda whistleblowers and how they are being treated. The reason they are being treated so badly is because the whistle blower charter is designed not to work and “even the dogs on the street” know this.”
The Raphoe-based politician revealed that both whistle-blowers came to see him in February at his home.
He spent three hours listening to their concerns and says it is disturbing that the division that one of them has served in had an internal Garda investigation recently which he claims has been ignored by the media over the last number of weeks.
“I know how whistle blowers are treated as I have seen first-hand how members of the Gardai that helped my family and I were treated by the state.
“The Minister is careful how he chooses to react to these allegations in public. What has changed since the Morris tribunal – nothing. Why, well we need to go back to the Morris tribunal and look at the whole issue of Gardai investigating Gardai. When the Gardai in Donegal were exposed by myself and my family, the then Minister for Justice John O’Donoghue TD brought the allegations to the then Garda Commissioner Pat Byrne who then appointed Assistant Commissioner Kevin Carty to investigate the allegations that where coming out of the division.
“At the same time the Garda complaints board was conducting investigations into various complaints and eventually the then Minister appointed Shane Murphy SC to do a review which resulted in the setting up of the Morris tribunal.
“This would not have happened if my family and I had not fought to clear our own names. What lessons have we learned – none. The Gardai are still conducting internal investigations into their own conduct.
“The Minister for Justice is still supporting Senior Garda positions on allegations against the force. The Garda Ombudsman is still using members of the Gardai to investigate Gardai which is not independent,” he said.
Mayor McBrearty said the Minister should now publish the reports and evidence that were held in camera at the Morris Tribunal and he should also publish the full internal Garda investigation conducted by Assistant Commissioner Kevin Carty to show the public the extent of reform that is needed within the force and it will show the similarities to the Kieran Boylan case.
“The Ombudsman should be funded properly to the extent that it can be totally independent of the Gardai. To show the level of corruption within the force the Minister should publish the files sent to the DPP by all the Garda investigations into the death of Mr Richard Barron.
“This will show the public the extent the Gardai will go to when they cover up for their own.
“The Ian Bailey case is just one example of how the Gardai operate when they come under the microscope and there are many examples dating right back to the Kerry babies case.
“The work of Kathleen O’Toole and the Garda inspectorate during her period in the job should be fully published, which in my opinion would show the extent of resistance within the ranks of Senior Gardai to reform the force.”
He also attacks his own political colleagues on the issue of Garda misconduct and their failure to act on it.
“I am very disappointed at the silence of my own party and Fine Gael on this issue as they are well aware of the problems that exist in our Garda force and the true reform that is needed.
“Both parties know the extent that the Gardai went to in trying to discredit Minister Brendan Howlin TD and Jim Higgins MEP, which was not properly investigated by the Morris tribunal or the internal Garda Investigation which was conducted by former Garda Commissioner Fachtna Murphy then an A/Commissioner.
“Last night we saw on RTE news a murder case in Co Cavan with serious question marks and the division that had an internal investigation recently. Can I remind the public of the many allegations made against me by Senior Gardai to the Minister for Justice John O’Donoghue and where Deputy Wallace now finds himself in a similar position, but there is a big difference – I was accused of Murder and he is accused of using his mobile phone.
“The Minister should start the reform needed, by starting with the Department of Justice and if he does not then we will continue to see issues like the ones raised over the last few weeks surface into the future.
“Finally we are a small country with a population the same as Manchester and we have a police force that has not been reformed since the foundation of the state and the serious allegations of corruption continue to surface against a force that is accountable to no one. We were promised reform after the Morris Tribunal, where is it Minister?”
FAMILIES DEMAND ACTION AFTER FLOOD WATERS SWEEP SEWAGE TOWARDS THEIR HOMES
DONEGAL County Council says it will investigate the floods which took place in Inishowen during the weekend downpours.
There was one very close call for four famillies in the Burnfoot area when water and raw sewage mixed with water flooding from the Burnfoot river at the back of their homes during Saturday night’s heavy rainfall.
After the water subsided the residents were faced with the horror of raw sewage spread all over their gardens and inside their sheds causing damage to the oil boilers, children’s toys, and other items.
They say communication with the council to rectify this ongoing situation has led to frustration as the council have failed to respond since Saturday with any assurance of a permanent solution to the ongoing flooding situations.
The council says engineers will examine what happened.
CHEAP POTHOLE SCHEME MUST BE GIVEN THE ROAD – McLAUGHLIN
Sinn Fein councillor Ciaran McLaughlin has said the government’s proposal to “carry out road repairs on the cheap must be scrapped”.
The Buncrana Town Cllr said this government has reached a new low by asking local people to put forward 20-50% of funding, including free labour, to ensure their roads are repaired.
“There are serious questions about health and safety as well as potential job losses to be answered.
“Essential repairs to our roads must be carried out by those trained in this specialist work. To expect local communities to fund raise to repair their roads is a terrible indictment on this government. People pay taxes to cover the cost of road repairs and other essential services. The scheme must be immediately scrapped.”
Cllr McLaughlin said if this government cannot fund local government to repair roads they have to look no further than the mirror.
“This government has slashed local government funding from €210m in 2011 to €24m this year. On top of this the government took a further €150m out of the motor tax fund to pay off the foreign debt. These cuts have led to the crisis that is at the heart of local authorities in Ireland today.”
Mc Laughlin concluded “Minister Kelly’s government has cut spending on road maintenance from €1.258 billion in 2011 to €750m this year. Expecting local people to plug the gap is disgraceful. The less well-off communities will once again bear the brunt of this government’s mismanagement of our resources. This is a recipe for disaster.”
DONEGAL V TYRONE: KARL LACEY SAYS HE’S READY FOR ACTION
FOOTBALLER of the year Karl Lacey says he’s ready to face Tyrone in the Ulster Championship clash this Sunday.
But he says a final decision will rest with boss Jim McGuinness and the medical staff.
The Four Masters man says he would have liked to have played more club football games ahead of the first round clash, but says he’s happy with his recovery from a serious hip injury after playing on match for his club and two friendlies for the county.
“I’ve been back training with the lads now for the last four or five weeks. It’s building, it’s getting there. The hip is feeling good and the match fitness is getting there too.
“If I’m not ready, I’ll let Jim know, but I feel that I am ready for this weekend, to play some part. But I’ll leave the ball in their court, to make the decision on that.”
DONEGAL LEADS THE WAY AS PILOT VOLUNTEER SCHEME LAUNCHED
The Donegal Volunteer Centre and Cheshire Ireland have devised a new volunteer support scheme which has been launched in Donegal.
Both organisations are hoping to monitor and review the progress of the scheme with the view to eventually rolling it out on as wide a scale as possible.
Cheshire Ireland has been providing services to adults, primarily with neurological conditions and physical disabilities for more than 50 years. Cheshire Ireland operates a range of services in 13 counties.
These include residential centres, respite services, and supports to people living in their own homes.
The Donegal Volunteer Centre is based in Letterkenny and services volunteers and voluntary groups through the promotion of voluntarism and the provision of volunteer-focused training throughout the county.
The two organisations have been working for some time now with the aim of providing structured support services for the clients of Cheshire Ireland and in particular its Cheshire Homes location in Letterkenny.
Following months of careful joint planning, Donegal has been chosen for piloting the national Befriending and Gift-a-lift Volunteer Schemes. The national volunteer manager of Cheshire Ireland, Evelyn Pender, has been working with Caroline Jahn and John Curran of the Donegal Volunteer Centre on devising the details of the schemes.
When the required services were defined, staff of the Donegal Volunteer Centre sourced suitable candidate volunteers and devised a volunteer programme to deliver a Gift-a-lift service as well as the Befriending and Recreation/ Personal Opportunities Programme (POPS). The manager of Cheshire Apartments in Donegal, Jean McKenzie, will work with Volunteer Co-ordinators who will manage the scheme with support from Donegal Volunteer Centre.
Under the scheme, up to 20 volunteers will drive the Cheshire mini-bus during evenings and weekends to enable people with disabilities to enjoy socialising with friends, visiting the cinema or attending night classes.
The initiative will support people to develop additional valued roles, connect with other people and become active citizens within their local community. Additionally, some volunteers will help enhance people’s computing skills, especially in the area of social media with the aim of assisting persons to have greater social contact with friends and persons in their communities.
Joe McHugh TD said “I am delighted to be here today to celebrate such a creative volunteering initiative. It will be of benefit to both the volunteer and the service user.
“Having worked in the Glenboe area (including Cheshire apartments) back in ’96/97 I can testify to the enriching experience of the work which will be involved in this project. I wish this initiative well and I commend all involved in such an exciting partnership effort.”
In confirming his delight with the number of volunteers who have come forward from the local community, Mark Blake-Knox, CEO of Cheshire Ireland, stated “this partnership between volunteers and people who live at Donegal Cheshire Apartments is very positive.
Transport and accessibility to places and communities can be a real problem for people with disabilities. This initiative supports people to get out and about and take up new valued roles within society. It is also likely to result in lasting friendships for everyone involved.”
Donegal Volunteer Centre staff and their parent company, DLDC, are proud that their hard work has been instrumental in this innovative new project being piloted in Donegal. It is hoped that this will be the first of future successful projects to follow this model throughout the country.
The official launch of the scheme was carried out by Deputy Joe McHugh, T.D. on Monday 20th May 2013 at Cheshire Apartments, Long Lane, Letterkenny and was attended by Mark Blake-Knox, CEO of Cheshire Ireland, Evelyn Pender, Cheshire Ireland Volunteer Manager, Jean McKenzie, Cheshire Letterkenny Manager, John Starrett DLDC Vice Chairman, Caoimhin MacAoidh, CEO of DLDC, Caroline Jahn and John Curran, Donegal Volunteer Centre.

PAT THE COPE LOBBIES FOR IRISH LANGUAGE VERSION OF EU WEBSITE
A cross-party delegation of Irish MEPs met yesterday evening with the President of the European Parliament Martin Schulz to discuss the absence of an Irish language version of the European Parliament website.
The delegation led by Ireland North West MEP Pat the Cope Gallagher also included Gay Mitchell, Emer Costello and Martina Anderson.
The President listened to the case put by the delegation and agreed to support the establishment of an Irish version of the European Parliament website. In practical terms, he will recommend to the Bureau of the European Parliament (comprised of the Vice-President’s and Questors) for this to be approved at its next meeting in early June.
The European Parliament website is currently produced in 22 out of the 23 official languages of the EU, all with the exception of Irish. Moreover, all other EU institutions including the European Commission and Council of Ministers have a website in Irish.
Pat the Cope Gallagher MEP stated today: ”I very much welcome the decision of the President and I am confident that the Irish version of the website will be up and running by the end of the year. The decision by President Schulz is a manifestation of his commitment to bringing the EU institutions closer to all its citizens. This is a major breakthrough and will reverse what was simply a matter of discrimination against the Irish language.”
In conclusion, all MEPs were high in their praise for President Schulz for his positive and pragmatic approach.
VILLA NEED TO PAY SHAY €6M FOR CLUB EXIT
DONEGAL soccer star Shay Given could be in for a €6M pay day.
His club Aston Villa will have to come up with that fee if they want to end his contract.
The 37-year-old would cost €10M in wages if he sees out his contract.
Several British newspapers today report that Villa want Shay to leave the Birmingham club.
VICTORY FOR FRANK! WHEELCHAIR-USER HAS DISABILITY ALLOWANCE REINSTATED
Disabled Letterkenny man Frank Larkin has had his disability allowance reinstated.
Wheelchair-user Frank had his €188 weekly allowance suspended because he could not sign on for his payment at his local post office.
Frank, 41, found the three disabled parking bays close to the post office on Main Street busy – some with illegally parked cars.
He drove around the town several times before deciding not to sign on in April.
Frank, of Long Lane, continued to sign on and receive his cash but received a letter on Monday morning from the Department of Social Protection telling him his allowance was being suspended.
The letter informed him he had to put his reasons in writing why he did not sign on for his allowance.
This morning Frank told Donegal Daily that he had since been contacted by the Disability Allowance office apologising for the incident and lifting the payment suspension.
Frank said “They have contacted me and told me my allowance would not be suspended.
“They said they were only following procedure and asked me if I could nominate someone to collect my allowance when I cannot collect it.
“I’m glad it has been sorted because what they did was simply unfair,” he said.
Frank, who has just completed his Higher Diploma in Disability Studies, said he will continue to highlight the problem of people parking illegally in disabled parking bays.
DONEGAL MAN CHARGED WITH MURDERS OF FOUR BRITISH SOLDIERS IN LONDON
BREAKING NEWS: A Donegal man has been charged with the murders of four soldiers in the IRA’s 1982 Hyde Park bombing.
John Anthony Downey, 61, is accused of being planting a car bomb left in South Carriage Drive in London.
He is originally from Clare but had been living in Carrigart for many years. He was arrested while going on holidays.
The explosion killed four members of the Royal Household Cavalry as they travelled from their barracks to Buckingham Palace.
He was arrested at Gatwick Airport on Sunday, say police.
Sue Hemming, head of special crime and counter-terrorism at the Crown Prosecution Service, said: “The Metropolitan Police Service has been investigating the explosion near Hyde Park in London which occurred on 20 July 1982. We have reviewed the evidence gathered and authorised them to charge John Anthony Downey, 61, of County Donegal, Ireland.
“It is alleged that Downey is responsible for the improvised explosive device contained in a car parked in South Carriage Drive, SW1, London, which resulted in the deaths of four members of the Royal Household Cavalry, Blues and Royals, as they travelled on their daily route from their barracks to Buckingham Palace.
“Downey has been charged with the murders of Roy John Bright, Dennis Richard Anthony Daly, Simon Andrew Tipper and Geoffrey Vernon Young. He has also been charged with intending to cause an explosion likely to endanger life contrary to S3 Explosive Substances Act 1883.”
Downey will appear at Westminster Magistrates’ Court later today.
The Hyde Park bomb came just over a year after IRA hunger striker Bobby Sands died in the Maze Prison.
The Household Cavalrymen of the Blues and Royals were riding through Hyde Park on their way to the Changing of the Guard when a bomb cut through their ranks.
Four men and seven horses were killed and a number of police officers and civilians were injured.
Less than two hours later, a second explosion in a Regent’s Park bandstand killed seven Royal Green Jackets bandsmen.
The allegations against Downey are not related to this second incident.
In 1987 Northern Ireland electrician Gilbert “Danny” McNamee was charged with making the Hyde Park bomb and jailed for 25 years.
He served 12 years before being freed under the terms of the Good Friday peace deal.
In 1998 his conviction was quashed at the High Court, after a high-profile campaign by celebrities including Eddie Izzard. But although his conviction was “unsafe” it did not follow he was innocent of the crime, the judges said.
