Council stands ready to act on MICA redress scheme

Donegal County Council has confirmed that it is ready to implement a MICA redress scheme when it is passed by the government.

Anxious homeowners and council tenants across Donegal continue to wait for details of a remediation plan for MICA-affected dwellings, which is expected to be in its final stages.

Cllr Mickey Doherty raised an emergency motion with the county council on Monday to ensure the authority was in a position to carry out the delivery on the redress scheme.

The Inishowen councillor expressed his concerns that if the scheme is passed in the coming weeks, the council may not be ready to administer it and would be accused of “holding it up.”

Cllr Doherty said: “Assuming that this scheme is approved by the end of the month, can we give the people out there some sort of assurance when it might start, because I think to have got it so far is good, but there are so many families living in conditions that are unfit for human inhabitance.”

Director of Housing Joe Peoples confirmed that the council will be ready to respond in a timely manner to implement redress.

Mr Peoples said: “The council welcomes the announcement of the scheme. As the motion suggests, we certainly stand ready and able and willing to administer whatever scheme the government decides to implement in relation to supporting the people who need it.”

Mr Peoples added that the executive will be “delighted” to assist and support the government scheme.

Meanwhile, Engineers Ireland has announced the appointment of Damien McKay, a specialist in defective blocks, for the design and delivery of a dedicated training programme in the assessment of buildings with defective precast concrete blocks. A training day is scheduled for 3rd May 2019 in the Central Hotel Donegal Town.

There has been superb success for Finn Valley AC athletes at the World Masters Athletics Championships in Toruń, Poland.

Mark Connolly (above, left), a stalwart of the Finn Valley club, won Gold yesterday, helping the Irish team to success in the 8k Cross-Country race. The Aghyaran native was 19th overall and part of an Irish team that was seven seconds ahead of England and 14 seconds clear of Poland.

“I’m so excited,” Connolly said afterwards.

“I ran very strong all the race. It was a tough race and the conditions were tough. You have to be mentally tough in a race like that. I’m delighted to come through it. I gave it everything and the hard work paid off.”

A season’s best of 25:43 saw Kay Byrne win a team bronze with Ireland. The Edenmore native was fifth overall for the latest success in a stellar career that has spanned the decades and generations. Kay is still competing and still on the podium.

This afternoon, Sinead McConnell returned a new national indoor record in the 3000m walk, finishing in 15:42.88.

Donegal hotel owners and staff took a well-earned night off on Tuesday to enjoy the Donegal branch of the Irish Hotels Federation Ball.

The annual event is a glamourous celebration of the local hospitality industry and a chance for friends, colleagues and industry figures to catch up and look forward to the year ahead.

This year’s dinner dance was held in the Shandon Hotel & Spa, and it was the perfect occasion for the four star coastal hotel to mark three years since it opened on 25th March 2016.

A glitzy night of outstanding food, drink and entertainment was in store for the 120 guests in the dazzling McCarthy suite.

Derek Arnold of Arnold’s Hotel Dunfanaghy received a special honour from the Donegal IHF for his contribution to local tourism.

A highly-respected and influential hotelier, Mr Arnold was praised as a father figure to many in the industry.

Mr Arnold was ‘gobsmacked’ to be presented with the award and paid a warm-hearted tribute to his family, staff and colleagues.

“It’s a complete honour. Tourism has been very important to my whole family. It was tourism all my life,” he said.

“Without the support of my wife, my daughter, and my brother, I don’t think I would have been able to do the things I did, to them, thank you.”

He added: “Arnold’s wouldn’t be here without our staff. Over the years we’ve had a great team who are always behind us, from my grandfather’s day, up to the present day. To them, thank you for keeping Arnold’s going. And that is what keeps the tourism industry going.”

Michael Lennon, President of the IHF said that the ball is “an opportunity to celebrate all that is special about Donegal tourism, its unique and unspoilt beauty and the warmth and humour of all the people.”

Mr Lennon acknowledged challenges faced by the Irish hospitality sector due to the VAT increase and encouraged hoteliers to make their voices heard.

He said: “Tourism is one of the largest employers in Donegal, it touches every town and village, and we need to keep the pressure on our government. We need to let them know that we need their support, especially in light of the recent VAT increase. With this additional money we need to make sure it is put into tourism infrastructure, whether it’s roads, access, visitor attraction centres.”

In light of the VAT increase and Brexit, Chairman of the IHF in Donegal Paul Diver announced that the proceeds of the 2019 ball would be used for marketing Donegal as a destination.

“With the uncertainty of Brexit it’s going to be a difficult tourism season we thought it would be prudent to build up a fund to market the county,” Mr Diver said.

A surprise was in store for guests at the end of the banquet, as a stern ‘garda’ interrupted proceedings. However, it soon emerged that he was a singer, who was joined by a hidden waiter for a rousing performance of fun musical numbers and opera. The duo was followed by the Housem8s band, who soon had everyone on their feet to dance the night away.

‘Beef farmers livelihoods must be safeguarded urgently’– McConalogue

A private members’ motion with 14 policy actions will be brought forward in the Dáil this evening to highlight the urgent action needed to safeguard the livelihoods of farmers’ in the beef sector.

Fianna Fáil are set to bring the motion to later this evening in an attempt to bring about urgent policy actions needed to safeguard beef farmers.

Spokesperson on Agriculture, Food and the Marine, Charlie McConalogue, said that farmers were now at their ‘wits ends’.

“With prices on the floor and potential armageddon starring them in the face from a no deal Brexit, the government must immediately take swift action to safeguard the sector,” he said.

“The beef sector and suckler farmers are at their wits’ end.

“In our motion, we have outlined 14 policy measures that need to be actioned immediately by the government to meet these severe challenges.

“These include seeking market disturbance aid from the EU as pertained under CAP. Other measures include opening the Brexit Loan Scheme for farmers which was first announced in October 2017.

“Increasing live exports of calves by enhancing lairage capacity, ensuring that the next CAP is fully funded to provide a €200 suckler cow payment as well as the introduction of a beef market index.

The Fianna Fail TD said that successive governments led by Fine Gael must accept accountability for ‘reneged commitments’.

“Successive Fine Gael led governments have reneged on its commitments under the beef forum, including the introduction of a market index for price transparency.

“It is my party’s view that a new independent authority is required to enforce the new EU directive on unfair trading practices to ensure farmers buy in.

“We are also calling for a full review of the QPS grid and more robust measures around carcase trim and grading, including publishing details of on-the-spot fines for factories breaching carcase trimming rules.”

Love-struck Christmas reveller attacked Gardai and set off fire alarm

A lovestruck Christmas reveller threatened Gardai, spat in their faces and then set off a fire alarm after being rejected by his ex-girlfriend.

Gareth Bryson was arrested outside a nightclub after getting into a row while trying to speak with his ex-girlfriend on December 22nd last.

Bryson, aged 24, from Castlefin, in Co Donegal was attending a Christmas jumper party at Jackson’s Hotel in Ballybofey when he got into a row and received a bloody nose.

When Gardai arrived at the premises Bryson went berserk and began to abuse Gardai by calling them “useless pricks” and “dirty Fenian bastards”.

He was arrested but warned Gardai that he knew where they lived and that he would make their families pay.

When he finally arrived at Letterkenny Garda station he spat in the face of officers and tried to kick them.

The following morning at 7am he was released from custody but was still aggressive, tore a poster from the Garda station wall before setting off a fire alarm and being rearrested.

Solicitor Kieran Dillon told Letterkenny District Court that his client had a lot of alcohol taken and was ashamed of what had happened.

He said his client thought that he had lost money in the Garda station and the only way to recover it was to get himself rearrested.

“He was in a hole and couldn’t get himself out. He broke up with his girlfriend and took comfort in alcohol.

“He is deeply ashamed of what happened,” added Mr Dillon.

The court was told that Bryson had already paid €50 towards the €147 cost of setting off the fire alarm at Letterkenny Garda station.

Judge Paul Kelly adjourned the case until May 27th to allow Bryson to pay the balance of the compensation and ordered a probation report on the accused.

A Donegal volunteer who has dedicated over 45 years to community rugby has been shortlisted for an award for his dedication.

Victor Kearney, who has been at Donegal RFC since 1974, has been shortlisted in the adult category for the SONI Real Rugby Heroes Award which was launched by electricity System Operator for Northern Ireland (SONI).

The electricity operator received dozens of nominations for inspiring coaches, fundraisers, treasurers, event managers, groundsmen and many more – all of which have dedicated endless hours for the love of rugby and their club.

The eight finalists are Victor Kearney, Donegal Town RFC, David Workman, Ballynahinch RFC, Ian Wallace, Ards RFC, Paul Blewitt, Donaghadee RFC, Heather Thornton, Rainey Old Boys, Gerry Lafferty, Coleraine RFC, Jeremy Worth, Letterkenny and Raymond Reid, Banbridge RFC.

The initiative recognises and rewards volunteers who contribute to grassroots rugby and make a positive impact on their club and community.

Nick Fullerton, Connections Manager and Director of SONI said: “We are delighted to support this initiative which celebrates and rewards volunteers who are dedicated to serving their community. It is brilliant to see such dedication and passion amongst the entries.

“The judging panel was thoroughly impressed by the level of entries and the contribution made by volunteers who give up so much of their free time for the benefit of their local club and community.”

The public can vote for their favourite Rugby Hero online until April 5.

The overall SONI Real Rugby Hero will walk away with a £1,000 bursary for the club.

Chris Webster, Head of Rugby Development at Ulster Rugby said: “The selection process for the semi-finalists wasn’t an easy task for the judges, given the high calibre of entries.

The SONI Real Rugby Heroes award is a fantastic way to recognise volunteers’ achievements and to say thank you for all their hard work, commitment and devotion to their local club. We look forward to announcing the two category winners in May.”

Calls made on Donegal Council to accelerate process on housing estate takeover

Calls have been made on the Donegal County Council to accelerate the process of taking over housing estates in Letterkenny.

Local election candidate Cathal McGlynn says the delay by the council is causing frustration and disappointment for local residents.

The Independent candidate, who is a resident of Ballymacool estate in Letterkenny, has also hit out at sitting County Councillors over their ineffectiveness on this issue.

“The takeover of Ballymacool is something I, as a resident, have been working on for a number of years”, he said.

“We were assured that the takeover would be complete by the end of August 2018 but since then we have heard very little.

“Despite contacting the engineer overseeing it on a number of occasions recently, we have gotten no further.

“This is totally unacceptable and we are frustrated and disappointed by the lack of progress. There appears to be no end in sight,” he added.

The Letterkenny man said problems on the issue have arisen due to ‘drastic cuts’ over the last near-decade.

“It appears to me that the major hold-up is a lack of either will or resources on the part of Donegal County Council. I have every sympathy with the staff of the planning service on this.

“I’m of the opinion that the problem here traces back to drastic cuts in staffing levels over the last seven years which have seen staff numbers drop by around a third.

“The responsibility for that lies with the Chief Executive who has pursued a reduction in the council’s deficit at the expense of staff and services to the point where a lot of council services have been hollowed out and appear to be services in name only.

“That is clearly evident in the case of estate takeovers,” McGlynn said.

“It is long past time that sitting Councillors sat up and took notice of the problem and held the executive to account instead of rubber-stamping budgets which are the root cause of many of the daily problems faced by the people of Letterkenny and the wider county.

“Councillors, particularly those tied to the political parties, seem to be content with the crumbs from the table and fear that challenging for better service provision will see their pet projects suffer.”

Harvard students present findings after visit to North West

A high profile panel of experts from across the island of Ireland will visit Ulster University’s Magee Campus today as part of the ‘Atlas for a City Region’ Harvard Studio Pin-Up with students of the Ivy League US university.

The panel, which will include Irish Planning Institute President Joe Corr as well as Catherine McEvoy Principal Planning Officer with the Department for Infrastructure NI, will critique proposals and ideas presented by students from Harvard University who are currently visiting the North West Region as part of the project looking at future scenarios for the city region in a post Brexit scenario.

The Atlas for a City Region is a project being undertaken by Harvard Graduate School of Design jointly commissioned by Donegal County Council and Derry City and Strabane District Council under the auspices of the North West Strategic Growth Partnership. This project has been borne out of the unique cross border collaborative approach adopted by both Councils with a view to driving growth and prosperity in the region.

12 Harvard students of landscape architecture, urban design and planning are currently visiting the region to engage with its landscapes and future challenges after Brexit, and considering long term challenges such as climate change. They are accompanied by Professors Niall Kirkwood and Gareth Doherty. Through site visits, meetings with key stakeholders, and their own experiences on the ground, these students will be addressing a myriad of topics dealing with borders and identity, agriculture, mobility, housing, not to mention Brexit and climate change.

The event, which is being supported by the International Centre for Local and Regional Development (ICLRD) will see students pitching their proposals to the panel of experts who will critique with a view to strengthening the proposals.

Cllr Seamus O’Domhnaill Cathaoirleach of Donegal County Council believes that having this expert panel contributing to the Project and critiquing the proposals and ideas being developed by the students is extremely valuable saying “we have an opportunity to bring a fresh and creative perspective and new thinking to the future development of this region. Having this calibre of experts visiting the region and engaging in a meaningful way to help shape how we maximize the potential of future opportunities and respond to emerging challenges is positive not just for the students but for the entire region”.

Cllr John Boyle Mayor of Derry City and Strabane District Council said “despite the uncertainty currently surrounding Brexit, we in the North West City Region are determined to continue to work collectively to build resilience, drive growth and carve out a prosperous future for the betterment of everyone in our community.  Engaging with experts from both sides of the border and bringing in the fresh thinking and unique perspectives of the Harvard students is an important step forward in helping us shape the future of this cross border region”.

The students will also engage with their peers from Letterkenny Institute of Technology (LYIT) and Ulster University and other young people from across the region at a student-led workshop in Letterkenny Institute of Technology early in the day.

Later this evening a joint reception will be hosted by both the Cathaoirleach of Donegal County Council and the Mayor of Derry City and Strabane District Council in the Guildhall in Derry where students will also have an opportunity to engage with a range of key stakeholders from both Councils and supporting organisations including LYIT and Ulster University.

The Harvard students are using Brooke Park Gate Lodge as their studio for their stay in Derry.

Funding of over €150,000 has been granted to support communities in disadvantaged areas in Donegal, it was announced on Wednesday.

The initial financial support comes through the Community Enhancement Programme.

Speaking after the announcement, Minister Joe McHugh said: “Funding like this has the specific aim of targeting investment where it’s needed, to support projects that improve communities and back the people who work hard on the ground to instil and develop a sense of pride and belonging.

“This first tranche of funding of €159,461 under the Community Enhancement Programme will help make noticeable and practical differences to people’s lives.

“Money can be used for example for landscaping and lighting in towns or villages or improving communications and internet access for a community.”

The Community Enhancement Programme, run by the Department of Rural and Community and Development, will focus its work on improving facilities such as community centres and amenities, town parks and common areas and spaces, CCTV and energy efficiency projects.

Minister McHugh said: “I want to see the funding grow this year in the same way it did last year when it soared from the initial tranche of €159,461 to more than €600,000.

“And I look forward to seeing as many projects as possible being supported.”

Letter from heartbroken family of Dawn Croke honours Dungloe community

A touching letter from the family of the late Dawn Croke has been released today, on what would have been her 33rd birthday.

Ms Croke died in a tragic car accident on the grounds of St Crona’s National School in January this year.

The beloved teacher and mum of two boys is dearly missed by all who had the pleasure of knowing her. She was involved in many facets of local life and was a proud Dungloe Mary in 2008.

On the occasion of her birthday, Rosses Community School has paid tribute to their former colleague by sharing a heartfelt letter.

The letter was written by Dawn’s uncle Paul De hOra a month after her death to express gratitude to the ‘Family of Dungloe’ for their outstanding support and to celebrate her short but beautiful life.

“She was pure joy, a light in every room and person’s life that she had ever entered,” Paul wrote.

He highlighted the countless good deeds which neighbours, friends, students and strangers carried out in the wake of Dawn’s passing. He thanked those who went out of their way to accommodate visitors to Dungloe. He praised those who showed compassion, sympathy and respect to his family and described their actions as “a reflection of the true Christian spirit and good character of your Community.”

Paul said: “You showed us all, I guess what it’s all about at the end of the day “Love”.

“In our eyes, out of tragedy you showed your true colors, and a resounding belief in the importance of having good people in your life. Those people are You “the people of Dungloe.” You should be, you actually are deservedly the proudest community in the country. It would be more appropriate to refer to you as the Family of Dungloe,” he wrote.

Paul told the people of Dungloe that Dawn’s family were humbled by their greatness: “What struck us while we were up here last month was the special way in which the community stepped in to rally around, support and buoy up their neighbours in their time of sorrow. It was a unique experience, something that seems to be lost in other parts of Ireland. It was something we have not seen in a long time. Anne, Tony and family are blessed to have you as an extended family.”

Murphy hat-trick fires Carndonagh CS to Ulster glory

Sophie Murphy’s hat-trick fired Carndonagh Community School to glory in the FAI Schools Minor Girls Ulster Cup final.

Carndonagh Community School 4 Loreto Secondary School, Letterkenny 2

By Chris McNulty at The Lakeside

Murphy’s hat-trick and a close-range Ellie Long strike had Carndonagh four-nil in front and coasting at The Lakeside, before a spirited Loreto hit back in search of a late salvo.

A fine finish from Marie Rushe and an Erika Gallagher penalty lifted their hopes, but it proved too little, too late.

Carndonagh hit the front in the ninth minute when Murphy beat Loreto ‘keeper Aoibhin Randles with a superb arched finish from outside the box.

A little earlier, Randles had come out to thwart Long, who surged onto the end of a Murphy pass.

Loreto Secondary School

Carn continued to threaten and Emma Devlin headed wide from a teasing Katherine Doherty free before Murphy clipped wide having been played in around the back by Devlin.

After Devlin shot at Randles, the game was still finely poised when Carn put it beyond Loreto’s reach with two goals in the final minute of the first half.

First. Long stabbed home from Devlin’s delivery before Long raced clear to tuck home after rounding the advancing Randles.

Six minutes into the second half, Murphy scampered away, glided past Randles and applied the finish.

Ten minutes from time, Rushe kicked Loreto to life as she riffled home from the edge of the area.

Loreto edged closer when Gallagher fired home from the spot, but Carndonagh – via Murphy – had the spadework done.

Final year students at the Letterkenny Institute of Technology are holding a clothes and toiletries collection day tomorrow (March 28) for the Saint Vincent de Paul (SVP) charity shop in Letterkenny.

The event will take place in the main foyer of the LyIT from 10am until 4.30pm.

Representatives from St Vincent de Paul will be there on the day to oversee the event.

Manager of the SVP charity shop in Letterkenny, Olga Hossack, has stated that there has been an increasing demand for male and female toiletries from their customers and that the charity is finding it difficult to meet this new demand.

Students at the LyIT have also developed a new Facebook page for the charity shop in Letterkenny that will be officially launched at the event.

The new Facebook platform will help the charity to reach out to a larger audience with the view to improving the services that the charity shop offers.

Olga Hossack said: “I am really impressed with the enthusiasm and the creative skills of the final year students who have organised this event, their understanding of social media and how it can benefit a local charity like ours has been really insightful.”

It was another busy week for Letterkenny 24/7 Triathlon Club as Four of their club members took on Ireland’s toughest endurance competition at the weekend.

The Race

Terence Diver, Fin Begley, Martin Donnelly and Barry Foley took to the start line at Gartan Adventure Centre at 5am on Saturday Morning, 250km of racing ahead of them through the rugged hills of Donegal.

The first leg of the race was a 23km run to Ramelton. From here competitors kayaked 15km before taking on the challenging 96km cycle of Knockalla, Atlantic Drive, Glen to arrive at Muckish Mountain for the 5km mountain run.

It was back on the bike after Muckish for a 70km cycle through Bloody Foreland and back to Glenveagh Park to take on the final marathon leg of the race. 24/7 club mates were out in force cheering on their training buddies at every stage of the day.

Terence Diver, this year taking on the event solo, had a fantastic race. Terence crossed the finish line in a fantastic time of 17:25:24, 8th overall, looking extremely strong throughout.

Fin Begley put in a similar performance throughout the day. Finishing an amazing 4th female overall Fin crossed the finish line in a superb time of 18:54:21. Martin Donnelly also had a very strong performance throughout the day, crossing the finish line at Gartan to great applause after a grueling 19:16:56 of racing.

Barry Foley also opted for the solo challenge in 2019. Having competed in a team last year he got the taste for endurance events. Yet another amazing performance from 24/7 – Barry finished in a fantastic time of 19:44:32.

Naas Duathlon

Ben Carr was once again back in racing action on Sunday. He travelled to the Naas Duathlon where once again he had a superb performance.

He had a fantastic time of 56:43, which meant he was 2nd Junior on the day. Ben had brilliant splits of 9:59/33:26/12:01 on the day.

Agonizingly just 10seconds separated Ben from the junior winner Sabian Kulczynski.

This is the second time in a fortnight these two battled it out- two minutes separated the duo at the National Junior Duathlon Championships in Galway last weekend.

Referendum on Irish unity is ‘only sensible response’ to no-deal Brexit – Doherty TD

Donegal Deputy Pearse Doherty is calling for a referendum on Irish unity in the event of a no-deal Brexit.

The Sinn Féin TD said a referendum would be the ‘only sensible, logical and rational response’ keep the island of Ireland in the European Union.

Speaking during Post-European Council Statements today, Deputy Doherty called on the Taoiseach to establish an All-Ireland Forum on Irish Unity and to call on the British government to stage a Unity referendum if a no-deal Brexit transpires.

Teachta Doherty said: “With every passing day we lurch closer to a British exit from the European Union without a deal that safeguards Irish interests, north or south.

“That is not something anybody here wants to see because we all know the dire consequences that entails; the return of a hard border; severe economic difficulties on both parts of our island; the erosion of the Good Friday Agreement and the weakening of citizens’ rights.”

Deputy Doherty said that he wants to challenge Taoiseach Leo Varadkar to look beyond Brexit and “be a Taoiseach for the whole island” as the ultimate backstop.

Deputy Doherty said: “I want him to state loudly and clearly, that if a no-deal Brexit happens, he will put the case for Irish Unity and I want him to state that he will call on the British government to do the only thing it should do in that scenario and that is to put the Constitutional future of the north to the people in a referendum.

“In a series of polls a majority in the north have indicated that in a no-deal situation they would vote for a United Ireland. Polls indicate a similar sentiment in this part of our island.

“It is time for the Taoiseach to grasp the gravity of that and to articulate that he, too, would like to see a Unity referendum being held in the event of a no-deal Brexit.

“The European Council agreed in April 2017 that the whole of our island would be afforded membership of the EU in the event of national reunification.

“So whilst none of us here want a no-deal situation to transpire, if that is not possible then a referendum on Irish Unity, as provided for in the Good Friday Agreement, must be called as the only sensible, logical and rational response which would provide a pathway for the entire island – north and south – to retain membership of the EU.

“It must be our ultimate ‘backstop’ and our mission statement in finding a way forward for our country – all 32 Counties – if a no-deal Brexit transpires. That means a referendum on Unity must be held.”
