Minister must review fleet tie-up scheme and deliver fishing supports – McConalogue

Deputy Charlie McConalogue says the Minister for Agriculture, Food, and the Marine Michael Creed needs to review the COVID-19 Voluntary Fleet Tie-up Scheme and deliver supports for the fishing sector.

He said the voluntary fleet tie-up scheme, announced some weeks ago by the Minister, has been widely rejected by stakeholders in the fishing industry.

He said “It has been described by some as not fit for purpose. While I appreciate the coronavirus pandemic is unprecedented and actions taken quickly, the Minister and his Officials need to go back to the drawing board and review this scheme.

“Currently, with restaurant closures there is a significant reduction in demand for seafood products. The pandemic has left many Irish fishermen without an income. Despite this there has been no financial supports directly for fishermen in their unique situation.”

The Inishowen-based TD said the four producer organisations have put forward amendments to the tie-up scheme which they believe would work yet the Minister has not moved on reviewing the scheme.

He added “They have also sought financial support for a temporary tie-up scheme which would be based on 30% of the full grossing of the vessel in the same period as last year.

“The Minister needs to listen to the stakeholders in the industry. He is in a position of leadership and needs to bring people in this sector with him through this crisis. If he shows no flexibility on the scheme as currently proposed he risks irreversible damage to a sector which supports over 16k jobs in towns and villages up and down the country.”

Work begins on extension to Glenswilly National School

The community of Glenswilly is celebrating today after work officially started on the extension to the local national school.

The new development will include five much-needed new classrooms.

Principal of the school, Mr Joseph Gallinagh was on hand with developers to officially turn the first sod on the new plan.

Minister for Education Joe McHugh has congratulated all involved in the project.

It is thought the project will take up to 18 months to complete.

21,900 people in Donegal receiving Pandemic Unemployment this week

The number of Donegal workers who are receiving Pandemic Unemployment payments has fallen slightly this week to 21,900.

The number is down from 22,200 on 19th May and is set to drop further next week as people returning to work in Phase 1 are taken into account.

Today, the Department of Employment Affairs and Social Protection issued payments valued at €202.8m to 579,400 people nationwide in respect of their application for the Covid-19 Pandemic Unemployment Payment (PUP). This is a reduction of 5,200 on the number of people paid at the same point last week. Included amongst this week’s recipients are 33,400 people who will be receiving their last payment as they are returning to work.

Last week, some 44,000 people nationwide closed their claim for the Pandemic Unemployment Payment of which about 35,600 reported that they were returning to work. The balance relates primarily to overlaps with the Temporary Wage Subsidy Scheme.  Of those 35,600 returning to work, approx. 33,400 are receiving their last unemployment payment this week and are included in the 579,400 people reported above.

There is a one week lag in how closures due to people returning to work are reflected in the payment data because most of the people concerned will receive a payment tomorrow as the PUP payment is made weekly in arrears and the people concerned were unemployed in the week for which the payment is due.

The main sectors in which people are returning to work are Construction with 12,700 workers back in work. In Wholesale and Retail Trade, Repair of Motor vehicles and motorcycles, 5,500 have returned to work and 3,700 have returned to their jobs in the Manufacturing sector.

As well as those on the Covid-19 Pandemic Unemployment Payment, there are now almost 56,300 employers who have registered with the Revenue Commissioners for the Temporary Covid-19 Wage Subsidy Scheme (TWSS) with at least one subsidy being paid in respect of over 482,800 people under that scheme.

The above payments are in addition to the 214,700 people who were reported on the Live Register as of the end of April.

All Covid-19 Pandemic Unemployment Payment payments issued will be in recipients’ bank accounts or at their local post office tomorrow, Tuesday 26th May.

 

Water upgrade works back up and running in Letterkenny

Irish Water has resumed water and wastewater upgrade works in parts of Letterkenny today after Covid-19 restrictions placed a pause on the project.

Staff are back to work on the College Road/New Road junction from 7am to 6.30pm daily. Local traffic management will be in place for the duration of the works.

The drinking water mains replacement works have also recommenced on the N13 between Veagh and Manor Roundabout. Two-way traffic will be maintained at all times for the duration of the works. 

These projects will support the economic and social development of Letterkenny by improving the security of the water supply and reducing the risk of sewer flooding in the town. Irish Water, working in partnership with Donegal County Council, confirmed that the essential works will resume in line with Government and HSE guidance.

Donegal Gardai warn over scam Covid payments text message

Donegal Gardai have warned of a scam Covid payments text message.

Pictured below is an example of the scam text message that is in circulation in relation to the Covid-19 Pandemic Unemployment Payment (PUP).

The Department of Employment Affairs and Social Protection (DEASP) is aware of the scam and has advised that the text has not been sent by them.

The advice is not to reply to the text message and do not click on the link within. #Staysafe #Covid19

Councillors keep their distance in first meeting since January

Donegal County Councillors met in unusual circumstances today for their first plenary meeting since January.

Eleven of the 37 elected members gathered for a scaled-back meeting in the Lifford Council building. Social distancing was carried out with councillors seated 2m apart and other members and media tuning in via a webstream.

Meetings had been put on hold for three months due to the outbreak of Covid-19 and restrictions on gatherings. Members were called today for statutory business to make decisions on key roads and development projects. No motions or questions were raised.

Cathaoirleach Nicholas Crossan acknowledged that it was an unusual meeting and commented it was good to see everybody back and to have a small bit of normality.

 


Online registration for Leaving Cert Calculated Grades opens tomorrow

The Minister for Education and Skills Joe McHugh TD has announced that the new online Calculated Grades Student Portal will open for registration to Leaving Certificate and Leaving Certificate Applied students tomorrow Tuesday 26 May.

All Leaving Certificate and Leaving Certificate Applied students are required to register on gov.ie/leavingcertificate between 10am Tuesday 26 May and 10pm Thursday 28 May.

All students following the Leaving Certificate Established or Leaving Certificate Vocational Programmes are also required to confirm the level at which they intended to sit each of their subjects. Students will have the option of confirming the level or changing to a lower level.

When registering on gov.ie/leavingcertificate students must have the following information to hand:

· Their Examination Number

· Their Personal Public Service number (PPS), which they will use to create a four-digit Personal Identification Number

· Email address

· Mobile phone number

Once the Department has received all the necessary data from schools, students will be asked to opt in through the portal to indicate if they wish to receive Calculated Grades.

Minister McHugh said: “Every school has been sent on the information to provide to their students so that they are able to complete the registration on the student portal.

“This is a brand-new system that it has been necessary to introduce because of the decisions we have had to take as we respond to Covid-19 situation. It is vital now that every Leaving Certificate and Leaving Certificate Applied student is aware of the new online registration on gov.ie/leavingcertificate.

“The important message for Leaving Certificate students is that they must now register by Thursday at 10pm to ensure that they can receive their Leaving Certificate Calculated Grades.

“It is also essential that students confirm their levels at this time so that schools can complete the task of providing information for each student about their expected level of performance in each subject.”

Schools have been asked to assist their students as much as possible but if anyone has trouble getting access online, there will be helpline support from midday on Tuesday.

Minister McHugh said: “Please don’t leave it until the last minute. This is a tight timeframe. We need every student to register so that the new system can operate smoothly.

“Every school has been sent information on the gov.ie/leavingcertificate portal and how to register, and will be asked to circulate this to students and to parents and guardians.”

Emergency motion seeks to save Pieta House North West

Donegal County Council has passed an emergency motion calling for Pieta House North West to stay in Donegal.

The council is set to write to the Minister for Health Simon Harris, the CEO of the HSE Paul Ried and the CEO of Pieta House Elaine Austin to ask that services by Pieta House are retained in the county. 

The call comes as services at Pieta House NW were significantly cut back at the Letterkenny centre in recent months. It has been claimed that just one therapist remains while almost all staff have been put on notice as part of a restructuring plan. Fears over the future of the centre prompted the launch of a local petition which gathered 6,200 signatures.

Today’s emergency motion received cross-party support, with Fianna Fail Cllr Patrick McGowan proposing the motion on behalf of Cllr Ciaran Brogan. It was seconded by Sinn Fein Cllr Gerry McMonagle.

Eight more coronavirus deaths in Northern Ireland

Eight more people have sadly died due to Covid-19 in Northern Ireland, the Department of Health has announced.

This brings the total number of hospital deaths to 514.

Thirty nine new cases were also confirmed in the region, bringing the total number since the outbreak began to 4,609.

Meanwhile, police in Northern Ireland urged people not to travel to beaches, local beauty spots and parks this Bank Holiday Monday due to possible limitations on social distancing.

Gardai warn Donegal public to continue to comply with Covid guidelines

Gardaí in Donegal are reminding the public that Covid guidelines must be complied with despite the public being allowed to do more.

Local Gardai have issued a warning o their Facebook page a short time ago.

They say they are continuing to conduct Covid-19 patrols and checkpoints.

A spokesperson said “There has been high compliance to date and we want to thank the public for that compliance.

“Compliance with the updated guidelines must be maintained.

“Although people are allowed to do more things, there are still guidelines that need to be adhered to.”

The spokesperson added that by adhering to the guidelines we can help save the lives of family, friends, colleagues and neighbours.

“We will continue to police using the four e’s – engage, educate, encourage and, only as a last resort – enforce.

“We will continue to be there to help the vulnerable in any way we can such as helping with their shopping, collecting their pension, or just a social distance chat.

“We will also continue to protect and support communities by preventing and detecting crime.”

Good news as NO new Covid-19 deaths reported today

No new Covid-19 related deaths have been reported to the Department of Health today for the first time since mid March.

The Department of Health confirmed the figures in this evening’s update.

The first death from Covid-19 was reported in Ireland on 11 March. Since then, 1,606 people have sadly died after contracting the virus.

Dr Tony Holohan confirmed that 59 new cases of Covid-19 have been recorded, bringing the total number to 24,698 since the outbreak began.

No increase in Covid-19 cases in Donegal again

No new cases of Covid-19 have been confirmed again in Donegal in the latest HSE update.

Donegal has not had any new cases diagnosed since 19th May.

The current number of confirmed cases in the county is 478 since the outbreak began. This figure is valid to midnight 23rd May.

The number of cases in Donegal increased by three in the seven days between 16th and 23rd May. One case was denotified.

The National Public Health Emergency confirmed the positive news that there were no new Covid-19 related deaths reported today. The total number of COVID-19 related deaths in Ireland is 1,606.

As of 11am Monday 25th May the HPSC has been notified of 59 confirmed cases of COVID-19. There is now a total of 24,698 confirmed cases of COVID-19 in Ireland since the outbreak began.

 

 

New Letterkenny Urban Adventure Sports area gets go-ahead

A proposal for a new Urban Adventures Sports Project in Letterkenny has been approved by Donegal County Council. 

The new park area will be developed in the boundaries of Bernard Mc Glinchey Town Park. It will include an outdoor stage for public events and exhibitions, a new play area for a wide range of sports and a climbing frame.

The initiative aims to engage marginalised and disadvantaged youth into Adventure Sports in an urban setting. The programme is a collaboration between Donegal Sports Partnership , Donegal County Council, Gartan Outdoor Adventure Centre and the many youth organisations both statutory and community supporting youth in Letterkenny.

The project was given the go-ahead by county councillors at today’s plenary meeting after proposed plans were put forward for public consultation in March.

Associated ancillary works in the project will include the extension of the existing path to provide suitable access, site drainage with storm water attenuation, installation of public lighting, CCTV, connection to services, soft & hard landscaping, fencing and street furniture and development related signage.


New harbour and enterprise buildings approved at Burtonport

Plans for a new harbour building and an enterprise building at Burtonport have been approved by Donegal County Councillors.

The development is part of Phase 2 of the Burtonport/Aranmore ‘Harbour to Island Regeneration’ Project.

The phase proposes a new Harbour Building (pictured above) which will house Donegal County Council office accommodation, meeting room, public facilities, ferry offices, waiting area and tourist desk facility.

A separate Enterprise Building will contain four small mixed-use units and upper level mezzanine area.

The main Harbour Building presents as a contemporary piece of architecture that is of its time while enterprise building is more simplistic in style. This design was specifically informed by the former ‘Auction House’ building which is to be demolished.

The proposed development is located in the Harbour Area of Burtonport, directly adjacent to the ferry slipway. The site is currently occupied by two existing store buildings which are to be demolished.

The approved Phase 1 of the project provides for the transformation of the Harbour area at Burtonport to a multi-user space with modern transport infrastructure, public amenities and services and parking and will develop a high quality shore front recreation, outdoor amenity and events space on Aranmore Island.

Sixteen Donegal beaches achieve excellent status

Sixteen of Donegal’s 21 identified bathing beaches have achieved ‘Excellent’ quality status in the latest Environmental Protection Agency report.

The 2019 report sets out the quality of bathing water at our beaches.

One beach in Donegal was downgraded this year, which was Portarthur, Derrybeg. The beach’s status dropped from ‘Good’ to ‘Sufficient’ in 2019. Sufficient is the minimum acceptable standard.

Lisfannon beach at Buncrana was upgraded from ‘Sufficient’ to ‘Good’.

Overall, the EPA found that bathing water quality improved across the country in 2019, although quality did decline at some locations.

Merrion Strand in Dublin was classified as ‘poor’ for five years in a row meaning this bathing water will be declassified as a bathing water in 2020.

Commenting on the report, EPA Director Dr Micheál Lehane said: “The improvements in bathing water quality are welcome and it is good to see Local Authorities identifying and classifying new bathing waters.  Local authorities must remain vigilant to ensure public health is protected and continue to identify and fix sources of water pollution which impact on our beaches.  The declassification of Merrion Strand after five years at poor status is disappointing and action must be taken to ensure that no other bathing water is declassified in future.”

Green light for construction of 24 new social housing units

Donegal County Councillors have given approval to the construction of 24 new units in a social housing scheme in Donegal Town.

The development at Railway Park, Drumrooske Middle, will comprise of 20 two bedroom apartments, two three-bedroom and two four-bedroom dwellings with all associated site development works, including new access road and connection to existing site services.

The site is located within the existing Railway Park Housing Development, adjacent to an existing service road, Railway Road. The current proposal is known as Phase III of the Railway Park Development.

Phase-II, which consists of 24no. housing units and 2no. group homes, is currently under construction and due for completion in November 2020. Phase-I was completed by the Council in 2005.

Works on Phase III were approved by County Councillors at the May Plenary Council on Monday.

 

 

Appeal sought after attempted burglar disturbed in Milford

GARDAÍ are investigating an attempted burglary in Milford in the early hours of Monday morning.

The incident occurred at Lower Mount Marian between 2.30-2.40 am on May 25.

A home owner woke up when they heard the dog barking. A person was observed at the front door attempting to push the door in.

The person was observed with their hand through the letterbox, attempting to take a set of keys from the door.

Gardaí are appealing for anyone who saw anything or anyone who has dash cam footage to contact Milford Garda Station on 074-9153060.

Man caught with drugs on lockdown was visiting girlfriend

A young man caught with drugs in his car while visiting his girlfriend during the Covid lockdown has been ordered to pay €200 to charity.

Mark Fedor appeared at Letterkenny District Court.

Gardai stopped Fedor driving from Omagh to Letterkenny on the evening of April 26th last.

They searched the black Opel Corsa car and found around €45 worth of the MDMA drug which Fedor claimed was for his own use.

Judge Paul Kelly asked why the accused was breaking the lockdown restrictions.

Solicitor for the accused of Kavelin Road, Omagh, Co Tyrone, Mr Patsy Gallagher said he was visiting his girlfriend.

The Judge asked if the accused was remorseful when caught with the drugs to which Mr Gallagher replied “I think he was terrified.”

Mr Gallagher added that his client was a 19-year-old man who had just qualified as a welder and was hoping to travel to oil rigs in Scotland for work.

“He is just nineteen and he has his entire life ahead of him,” added Mr Gallagher.

Judge Kelly said he was going to give Fedor the option of paying €200 in a donation to the Letterkenny Youth and Community Group.

He adjourned the case until September 28th and said that if the accused has paid the donation by then he will strike the matter out.
