GUIDANCE COUNSELLOR CUT MAKES MOCKERY OF BULLYING INITIATIVE – MCCONALOGUE

The Taoiseach has refused to recognise the severe impact on secondary school children of the cut to the guidance counsellor provision last year, claimed Deputy Charlie McConalogue today.McConalogue, Leaders Questions, 30 Jan 2013

Questioning Enda Kenny during Leaders Questions in the Dáil today, Fianna Fáil’s Education Spokesperson Charlie McConalogue accused the Government of taking a ham-fisted approach to tackling bullying in schools.

“While the bullying initiative launched yesterday is certainly welcome, its potential will be completely undermined by the simultaneous slashing of one-on-one supports at second level,” said Deputy McConalogue.

“There has been a massive 51% reduction in one-on-one counselling supports in secondary schools this academic year since Minister Quinn removed the ex-quota allocation for guidance counsellors in Budget 2012. Secondary schools across the country are being expected to prevent bullying with one hand tied behind their back.

“This deeply worrying reduction in one-on-one supports for students, coupled with the lack of investment in promoting positive mental health within the school system, makes a mockery of any genuine attempt to tackle bullying and help those affected. Getting tough on bullying is one thing – treating the causes and symptoms is a different thing entirely.”

Deputy McConalogue expressed his disappointment that the Taoiseach again refused to recognise the severe impact of the guidance counsellor cut.

The Donegal Deputy said, “The usual rhetoric trying to excuse this is simply not good enough. Mental health is the single most critical issue facing young people today. We do not need another terrible tragedy to show us that we are not doing enough to support our young people. And yet the Government is burying its head in the sand by attempting to justify these cuts.”


MAN DENIES ASSAULT AFTER ERECTING SIGNS FOR HIS FATHER’S WAKE

A man has been accused of assaulting another man who blew his car horn close to his home as he erected signs for his dead father’s wake.New court

Dominic Gibson was erecting signs for his father Eddie’s wake after he had died the previous day.

As Gibson and his brother Martin were erecting the signs at Castletown, St Johnston, on May 31st, 2010, a car approached them beeping its horn.

Martin’s son Thomas, 13, had run across the road back to their car which had its hazard lights on.

Gibson, of Castletown, St Johnston, claimed the car, which was being driven by Hugh Toland, failed to slow down and that he had to push the young boy out of the way of the car.

The court heard that the two brothers later approached Toland outside his house at Ard Baithin, St Johnston as he was sitting in his Ford Galaxy car with neighbour Bridgid McGrath.

Mr Toland, 66, claims that he was head-butted three times by Martin Gibson and that Dominic Gibson also assaulted him by punching him in the shoulder.

“He (Martin) had his hands around my neck and then he head-butted me. I was frightened for my life,” he said.

A medical report revealed Toland suffered a fracture to the nose and also severe bruising of the face.

A neighbour of Mr Toland, Maureen Bonner, said she looked out her window and aw the Gibson treating Hugh Toland “like a ragdoll.”

A statement on behalf of Dominic Gibson said that his brother Martin went to speak with Mr Toland as he suspected he was drink-driving.

Dominic said he told Mr Toland that he was simply putting up wake signs for his father’s wake.

He then claimed that Mr Toland said “F*** your father’s wake.”

Gibson claimed it was Toland who first attacked his brother and he was merely trying to break up the row.

Mr Toland completely denied the allegation saying he hadn’t taken a drink in 40 years and that he had actually bought a mass card for Mr Gibson’s father and was going to his funeral.

The court heard that Mr Gibson’s brother Martin is outside of the jurisdiction in Strabane, Co Tyrone and could not be charged with any offence.

After deliberating for two hours and twenty minutes at Letterkenny Circuit Court, the jury of six men and six women failed to reach a verdict.

Judge John O’Hagan ordered a retrial and remanded the accused on continuing bail.

KNIFE-WIELDING THUG IN HORRIFIC ATTACK ON PUBLICAN GIVEN COMMUNITY SERVICE

village innA well-known Co Donegal publican who was stabbed in the back by a thug during a vicious attack looked visibly shaken after the thug was given 240 hours community service.

Martin Coyle shook his head and left Letterkenny Circuit Court as John Gibbons – who was facing two Section 3 assault charges – was given a non-custodial sentence.

Mr Coyle, who runs the Village Inn in Kerrykeel, could be seen shaking his head. His wife Laura, who was also attacked was visibly upset.

Details of the shocking incident on October 7, 2010, were relayed to the sentencing hearing today by prosecuting counsel Patricia McLaughlin and the guard who investigated it Garda Ken Dempsey.

John Gibbons and his brother Joe – who wasn’t before the court and is on the run outside the jurisdiction – had been drinking all day following the death of their grandmother.

Around 9pm their mother Frances Gibbons had called the bar to order takeaway food for the wake.

A short time later Mr Coyle was informed that Joe Gibbons wanted to see him outside.

The court heard Joe Gibbons charged at Mr Coyle, shouting ‘Right me and you down to the car park’.

Mr Coyle said he then saw John Gibbons – who had been barred from the premises – joining the attack.

Blows rained down from both men on the defenceless publican who ran back into the bar and into the kitchen area. His wife Laura was also hit.

“I continued to try to protect myself,” said Mr Coyle in his statement.

“I was pushed up against a steel table, I was slightly bent over – I remember taking a blow in the lower back and that must have been when I was stabbed.”

(Mr Coyle didn’t know at the time that he had been stabbed; the wound was found by Gda Dempsey when he arrived at the scene, the court heard).

The attack didn’t stop there however, said Ms McLaughlin.

John Gibbons hit Mr Coyle again, and then attempted to headbutt Laura Coyle.

Gda Dempsey said he later recovered a steak knife which he believed had been used to stab Mr Coyle.

CCTV footage from the premises confirmed the detail of the attack given by numerous witnesses.

The Gibbons had fled the scene. John Gibbons was arrested two days later.

Mr Coyle asked that his victim impact statement was not be read to today’s court. However it emerged he had to stop living at the bar for a time after the incident.

Gda Dempsey detailed John Gibbons’ previous convictions, six in all including one for a previous Section 3 assault.

In mitigation, defence barrister Peter Nolan said John Gibbons, who is now 26, had not come to Garda attention since the attack.

Gibbons then went into the dock and looking towards the Coyles, said: “I am sorry for what happened; it shouldn’t have happened.”

In a lengthy summing up Judge John O’Hagan said he knew Kerrykeel,

“It is a beautiful little village and there are lovely people in it,” he said.

He said Mr Coyle was a law-abiding and hard-working citizen trying his best to make a living in hard times.

“What was done on this particular night was absolutely disgraceful,” said Judge O’Hagan.

He said the Coyles had been actually preparing food for the Gibbons family after a funeral.

“Having injured Mr Coyle they just left him there like a piece of meat. They were full of drink,” said the judge.

“That’s a great example to be giving to your now five year old daughter and your partner who is a hard working woman who is doing her best,” the judge told Gibbons.

“We’ve had no explanation as to why this altercation took place at all.”

Judge O’Hagan said again that 90% of cases he hears are drink-fuelled Section 3 assaults.

He said such behaviour was now taking place at weddings, first communions, confirmation “and now I’m told at wakes and funerals.”

“The fact is that this was an errand of mercy for the funeral and it was turned into this theatre of assault,” said the judge.

He said there were mitigating factors; Gibbons had pleaded guilty saving the expense of a trial and an ordeal of giving evidence for the Coyles.

“I cannot be seen to take revenge, I can punish, but I cannot take revenge,” he said.

“People think that prisons are hotels; they are not. I am advised that I should look at an alternative remedy. The options open to me are Custodial sentence, a Suspended sentence or Community Service.

“Community Service does not avoid the words imprisonment; it is a substitute for imprisonment and it is not to be taken as someone getting off. It is to persuade people not to offend again.”

He said he understood the Coyles may not be happy with the sentence but community service was the appropriate sentence.

“It is on his record for his life,” said the judge

He jailed John Gibbons for 3 years on each count, but substituted 240 hours instead of prison. The sentences were concurrent.

The Coyles were visibly upset as they left the court.

Gibbons went outside, smoked a cigarette and laughed and joked with a friend as he left the court building.

McGUINNESS BRINGS IN SOME R&R FOR KILDARE GAME AS ROSS AND RYAN JOIN PANEL

ross wherity in action against monaghanST EUNAN’S Ross Wherity and Kilcar’s Ryan McHugh have joined the Donegal panel for the National League kick-off against Kildare at Croke Park this Saturday (5pm).

Jim McGuinness has selected the pair as he takes his Donegal side back to Croker for the first time since the All-Ireland triumph last September New additions Ross Wherity (St. Eunan’s) and Ryan McHugh (Kilcar).

The opening league game at GAA HQ however will have no memories of the last visit.

McGuinness will be looking forward now – not back.

With Neil Gallagher recovering from an injury St. Michael’s Martin McElhinney is likely to partner Rory Kavanagh in midfield.

There was some good news too from Malin’s Declan Walsh, who take up a half-back role with Karl Lacey still injured.

It’s a great boost for his club and for gaelic games in Inishowen.

Paul Durcan will be back in goals, with Eamon and Neil McGee joining Paddy McGrath in the full-back berths.

There will be a very familiar front three as the three Ms line out for the county once again – Murphy, McFadden and McBrearty.

A large number of Donegal fans are expected in the capital for the game.

Dublin v Cork and Down v Tyrone make up a cracking line-up of entertainment.

‘NOONAN REFUSING TO ANSWER BASIC QUESTIONS ON BANK DEAL’– DOHERTY

pearse dohertySinn Féin finance spokesperson, Pearse Doherty TD has said Minister for Finance Michael Noonan must answer basic questions on Ireland’s banking negotiations.

“Today, I engaged directly with Minister Noonan on the critical issue of Ireland’s Promissory Notes payments. This is the first time in two very eventful weeks that as a TD I have had a chance to quiz the Minister on the developments. His failure to respond and dismissal of Sinn Féin’s questions as negative is a disgrace,” said the Donegal TD.

“This week we know the ECB rejected Ireland’s preferred option of dealing with the Anglo-Irish Promissory Notes. We have also heard prominent economists state that they believe Ireland will have to pay the €3.1 billion due on the notes at the end of March.

“The minister must face reality and accept that the public needs to know what is happening. Using the Bertie Ahern approach of ignoring the issue and dismissing the questioner is not good enough.

“I asked the minister several straight forward questions, for example:

“Will Governor Honohan be bringing another proposal to next week’s ECB Governing Council?

“Why after 18 months did the government present such an easily dismissed proposal to the ECB?

“And most importantly: What will any deal or lack of deal mean for next year’s budgets ,for our health and education services and for families struggling to pay the bills?

“These are basic questions that it is my duty as an opposition spokesperson to put to the Minister.

“After nearly two years he has yet to show that his government is capable of standing up for Ireland and delivering a sustainable deal on our banking debt. Now, he is failing to answer basic questions about his banking policy.

“The public deserve to know if the government has any real plan to prevent €3 billion of taxpayer’s money being wasted again this year.”

Donegal hurling legend Andrew Wallace is best known as a proud Burt man but most of all a lover of hurling.

The former hurling star and Donegal hurling manager may have stopped playing competitively for Donegal but he recently faced another challenge.

The well-known former sportstar took on a huge challenge in the form of the Westport sea2summit Challenge.

the supreme endurance challenge for 2012, the Westport sea2summit Challenge.

The sea2summit challenge is made up of a 45 K run, 8 K cycle, 5k mountaon climb (Croagh Patrick), 35 K cycle run and a 4 K obstacle course run. The total distance covered in the challenge is 56.5 K

Andrew managed to raise €10,500 for MS Ireland and the Donegal Hospice.

TAR-RA! POTHOLES DISAPPEAR AS COUNCIL TAKES ACTION ON CRATERS

It may have looked like a road to nowhere yesterday morning.

At least it did when concerned readers sent Donegal Daily sent us a picture of the White Cross Road at Ranafast.

But obviously the right people in the right places were reading our report!

At least that’s what we like to think after the huge potholes were filled in just a few hours later.

The restoration works left local users including schoolchildren jumping with joy.

WEATHER LATEST: TREES DOWN AND POWER CUTS AS GALES BATTER DONEGAL

storm1 donegaldaily.comGARDAI are urging extreme caution on the roads this morning after an overnight storm, with strong gales continuing to batter the county.

There are reports of trees down in Leck, Letterkenny, Redcastle and Ardara. The Blaney Bridge is also closed and Arranmore ferries disrupted.

Drivers of high-sided vehicles are being urged slow down as cross-winds on the Gap between Donegal Town and Ballybofey are causing difficulties.

The dreadful wet weather will continue throughout the day.

The storms could even bring snow tomorrow, especially to higher ground.

Garda traffic corps officers are carrying out a number of safer driving patrols across the county today.

The ESB are currently attempting to reconnect power to over 100 homes in Stranorlar and Malin Head.

More than 2,000 homes in Donegal Town as well as homes in Fanad and Lettermacaward are also without electricity.

The 2013 Portside Publications Golfers Guide to Ireland was published recently.

The guide has been in existence for 22 years making it one of Irelands longest established golf guides. The guide is distributed throughout Europe and in US. The guide provides golfers worldwide with a comprehensive listing of both links and parkland courses throughout Ireland and is a major a major link in Ireland’s tourism drive each year.

Mr Paddy Mc Court Portside Publications Director said ‘’the Guide had become an essential part of the travelling golfers kit. He said that the awards reflects our wish to recognise individual achievements on an annual basis by those involved in the industry’’.

The 2013 guide features a comprehensive listing of Ireland’s parkland and links golf course. The award scheme recognises leadership roles played by Irish Golf Clubs.

At a function in Donnybrook Dublin the Minister for Tourism & Sport Michael Ring TD presented awards under various category headings from all over Ireland to provincial links and parkland golf courses. The awards were won on an all-Ireland poll undertaken from within the golf and golf related community.

Continuing with our success in the Golf Digest top 100 courses the Portside Publications Golfers Guide has awarded Portsalon Golf Club with the Hidden Gem winner in Ulster. The overall winner of the best links course in Ulster went to Royal Portrush with Malone collecting the best parkland course.

The overall best links in Ireland also came to Ulster with Royal County Down the winner and Dun Laoghaire being the best parkland course in Ireland. Each of the winning clubs was presented with a Graham Knuttle created ceramic wall plaque crafted by Tipperary Crystal.

The Captain Joe Harkin would like to thank Paid Mc Menamin who represented Portsalon Golf Club at the recent presentation and to all who have helped Portsalon Golf Club in the promotion of the club to obtain this prestigious award.

 

SCHOOL EVACUATED AFTER SUSPECTED CHEMICAL SPILL

Rosses scoolBREAKING NEWS: More than 400 students at a leading Donegal secondary school have been evacuated following a suspected chemical spill.

Students at Rosses Community School in Dungloe were preparing to sit their mock exams this morning when the alarm was raised.

Nobody has been injured during the incident during the spill of potassium and lithium.

It is understood the spill happened in the science laboratory of the school.

A number of fire crews are currently at the scene of the incident.

One student at the school said “We don’t really know what’s going on. We were just told we had to stay out of the school.

“There are fire brigades at the school but nobody really knows much else at the moment.”

Some buses have been arriving back at the school to take students home.

 

 

 

 

FIVE DONEGAL GARDA STATIONS CLOSED WEEKS AGO

GARDA OFFICERFIVE Co Donegal Garda stations officially closed today – but in reality they have been closed for weeks.

Churchill closed two weeks ago, as did Annagry.

Brockagh shut up shop last week, while Glencolmcille and Malin were also shut last week and all Gardai transferred or retired.

The ‘official’ closures came on a day when a Donegal Deputy called for the cuts to be reversed.

Charlie McConalogue also paid tribute to murdered Garda Adrian Donhoe.

“I join everyone in the House in sympathising with the family of the late Garda Adrian Donohoe, particularly his wife Caroline and her young son and daughter, and his colleagues in the Garda force.  I sympathise also with their friends and comrades and the wider community.  Adrian’s loss has been deeply felt across the country in recent days.  It will be deeply felt within the Garda force and Adrian’s community for a very long time,” said Deputy McConalogue.

“Coming from the part of the country I come from, I know only too well the danger that gardaí must endure, very often on a daily basis.  In Donegal in the past three years, two gardaí, Garda Robbie McCallion and Garda Gary McLoughlin, were lost.  Only the weekend before last, there was an incident in the county in which a Garda car was rammed while in the process of making an arrest, once again highlighting the dangers that many gardaí must encounter daily.  We owe them a great debt of gratitude for that.

“As has been rightly pointed out, this motion pre-dated the death of Garda Donohoe.  It is based on the fact that crime has been escalating recently. I refer in particular to burglaries, no more so than in my county.  From November to January, there were several cases.  In November, Phyllis McGee, a 78-year-old lady from Pettigo, was burgled.  On 5 January, a 96-year-old from Buncrana, Margaret “Greta” Lilly, was burgled.  On 7 and 8 January, a number of homes were ransacked in the Raphoe-Convoy area.  On 12 January, Phyllis McGee was again targeted.  On 14 January, Eric and Jim Steele of Manorcunningham were targeted, and they, too, were targeted for a second time.  On 16 January, John Gallagher, from outside Buncrana, and Bernie Doherty, an elderly lady from Ture, were targeted.  The Minister’s response has been grossly inadequate.

“His response since taking on the role of Minister for Justice and Equality bears no resemblance to his performance here on the Opposition benches when he was the Opposition spokesperson.  Back then the Minister could not tell the people loudly enough that if they just let him at it the country would be a safer place and how we would do the devil and all.  Unfortunately, his performance since then bears no resemblance to the politician he was in opposition, and the same can be said for many of his Cabinet colleagues.  If a modern day novelist was to do a retake on the George Orwell classic he or she would not have to create too many fictional characters to put a book together such has been the change in nature of many of the people in the Cabinet from what they were previously.

“I ask that the Minister stop draining the resources from the Garda and that he gives its members the equipment and the finances they need to do their job on a daily basis.  I ask that instead of describing Border areas in Donegal as not being a special case and burglaries as unfortunate, which is the word he used recently to describe them, he would deploy the resources required to ensure our communities are kept safe.”

 

MAN FORCED OUT OF DERRY BY TERRORISTS JAILED FOR CO DONEGAL HIJACKING

A homeless man expelled from Derry by dissident terrorists has been jailed for his part in a terrifying carjacking incident in Co Donegal.New court

Brendan Meehan, 21, of no fixed abode, was jailed for assault and hijacking a car in Muff last weekend.

His solicitor Frank Dorrian told Letterkenny District Court that Meehan’s life had been ‘extremely sad’ and he had ended up on this side of the Border as a result of threats.

“He has been in and out of care for his entire life and when he was forced out of Derry by elements there last weekend he literally found himself in Muff as he had nowhere else to go,” said Mr Dorrian.

“He had no money and became involved in this incident.”

The court heard that last weekend a local man in Muff was forced to stop his car when Meehan appeared in the middle of the road.

The victim was forced out of his car and Meehan and two juveniles took the vehicle.

The car was later found crashed just outside Muff.

Gardai arrested Meehan and the two juveniles.

The youths were later handed back to social workers in Derry City.

Judge Paul Kelly sentenced Meehan to three months in prison for assault and four months in prison for hijacking the car.

The sentences are to run concurrently.

 

SCHOOL GIVEN ALL-CLEAR AFTER CHEMICAL SPILL SCARE

The school at the centre of a chemical spill scare has been given the all-clear.Rosses scool

More than 400 pupils at Rosses Community School in Dungloe were evacuated this morning after a suspected leak of lithium and potassium at a science lab.

Many of the pupils were preparing to do mock exams.

The school was evacuated and three units of the fire service attended the scene.

HOwever principal of the school, John Gorman, said the school now has the all-clear and will reopen for exams and lessons as normal tomorrow.


COUNCILLOR CONDEMNS CLAIMS OVER SEPTIC TANK CHARGES

Independent Cllr. John Campbell has condemned reports that Donegal County Council has been asking people to provide proof of having paid the household charge when registering their septic tanks.septic tank

He said he has been given assurances that this is not happening.

‘There is no basis for the council to ask this, I checked in the Donegal public services centre and have been given assurances that it is not happening’ said Campbell.

’The vast majority of people in Donegal see the government scaremongering for what it is and have refused to register. It is the boycott of these charges that has brought about the early abolishment of the household charge, the abolishment of the NPPR at the end of the year, and forced Minister Phil Hogan to introduce a grant scheme that he said he wouldn’t.’

‘The grant scheme as announced will be inadequate for very many people, and it is on that basis that I continue to call on people to boycott the registration of the septic tanks. We have Hogan on the back foot, it’s not the time to back off: we’ll keep the pressure on the Minister until a properly funded scheme is in place’

‘The Minister has folded due to the boycott on numerous occasions over his term in office and I believe he will fold again on the grant system if the boycott is maintained.”

TAXI-DRIVER CHARGED WITH SEXUALLY ASSAULTING WOMAN IN CAB

A taxi-driver has gone on trial charged with sexually-assaulting a 20 year old woman in his cab in Letterkenny.gavel1

Jacob Okornoe, of 57 The Elms, Letterkenny has pleaded not guilty to the charge that he sexually assaulted the young woman on November 28th, 2010.

The father of three appeared at Letterkenny Circuit Court today.

The court was told that Okornoe, 35, put his hand on the young woman’s leg and made suggestive advances towards her.

The woman, who cannot be named, told the court that she had been out at her Christmas party with colleagues and got a taxi home.

Another man in the taxi got out and she headed home in the front passenger seat.

She claimed just five minutes into the journey, the driver starting talking suggestively to her.

“He said I was making him hard and that I was a good looking girl. He put his left hand on my right leg and started rubbing it. I pushed him off and told him to stop – he did it again and I was really frightened.

“I understood that hard meant is that I was making his penis hard,” she said.

The young woman asked to get out of the taxi but the driver locked the doors and didn’t speak for the rest of the journey.

“I was really scared” said the woman.

She eventually arrived at a friend of her sister’s house and told them what had happened.

Later that day she made a complaint to Gardai.

The trial continues before Judge John O’Hagan.

 

JUDGE SAYS HE IS CONCERNED AT GIVING OUT LAPTOPS

A judge has clamped down on handing out money in compensation cases for laptop computers for children because of cyber-bullying.No use for laptops in Culdaff!

Circuit Court Judge John O’Hagan previously recommended small sums of money be given to children awarded settlements in infant ruling cases.

Children receiving money in compensation cases cannot receive money form the courts until they are 18 years old.

But Judge O’Hagan told Letterkenny Circuit Court he is now reluctant to give out money for laptops unless parents agree.

He said he was aware of how sites such as Facebook can be used as “ammunition” by some.

He made his comments as the mother of a 13 year old girl said she did not want money for a laptop computer for her child.

The child was awarded €18,000 in an injuries settlement and Judge O’Hagan ordered €300 be given to the girl for clothes.

“If the parents agree, fine. If the parents are not, I’m reluctant,” he said.

He also made a settlement of €500 to be given as part of a larger settle for a 16 year old boy for an electric guitar.

A COUPLE terrorised by a family gang in Co Donegal have spoken of their horror when a thug who attacked them walked free.

John Gibbons (pictured right) and his brother Joe have been terrorising the community in Fanad for years, garda sources have confirmed to Donegal Daily.

And there was widespread shock yesterday when we reported that John Gibbons had been given 240 hours of Community Service when he pleaded guilty to assaulting well-known and well-liked Kerrykeel publicans Martin and Laura Coyle.

The owners of the Village Inn – sponsors of a range of community activities including Fanad Gaels GAA club and Fanad United soccer team – were terrorised in October 2010 when the Gibbons used their own grandmother’s death as cover for a vicious attack.

Donegal Daily reported the court case yesterday. A link to that report is at the bottom of this story.

“I was horrified when Judge John O’Hagan gave Gibbons community service,” said Mr Coyle.

“I was certain that he was going to go to jail. When the judge gave his verdict I was in shock; I’m still in shock. I was battered outside my pub, inside my pub and then stabbed in the back with a steak knife.

“It was hard to take. It’s still very hard to take.”

His wife Laura, who was punched and head-butted, said: “The Gardai did their job. Garda Dempsey investigated the case.

“There was CCTV, forensics from the knife they used to stab Martin, and loads of witnesses who gave statements.

“When Gibbons walked out of those court doors behind me it was as if he’d gotten away with it. I was in tears. We can’t explain it and we don’t feel the judge explained it to us.”

The community of Kerrykeel and Fanad has been rallying around the couple, with phone calls and message since Donegal Daily reported the case last night.
