A Donegal man has been brought to court for an alleged sexual assault.

The man, who is aged in his 60s, appeared before Letterkenny District Court.

The man is charged that, on a date unknown between April 2022 and September 2022 he did assault a named female.

The accused cannot be named for legal reasons in order to protect the identity of the alleged victim in the case.

Detective Garda Eimear Hassett gave evidence of arresting the man at Letterkenny courthouse under the Criminal Justice Act 1984 before charging him.

After being charged, the man told Detective Hassett: “I never assaulted her at any time. I think this is all a make up story.”

Sergeant Jim Collins said that the Director of Public Prosecutions (DPP) has directed that the matter proceed by way of prosecution on indictment at the Circuit Court.

Sergeant Collins sought an adjournment for a book of evidence to be prepared.

The defendant is represented by solicitor Mr Rory O’Brien.

Judge Eteain Cunningham granted bail on condition that the man reside at a named address, that he commit no offence and be of good behaviour. He is to have no contact, either directly or indirectly, with the alleged injured party or any of her family members who are witnesses in the matter.

The case was adjourned to December 16.

Gardai find stash of ‘weapons’ in Fanad man’s car

Gardai found a stash of alleged weapons in the boot of a Fanad man’s car after they stopped the vehicle to carry out a routine search.

Gardai opened the boot of the car, being driven by Aaron McNutt in Letterkenny, and found a range of items including a handgun, a pistol, five rifles, a sword and an axe.

The driver of the car, Aaron McNutt, appeared at Letterkenny District Court following the incident. He is charged with a number of counts of possession of an imitation firearm.

McNutt, of Glinsk, Kindrum, is charged with ten charges that he did without lawful authority or reasonable excuse, have in his possession a realistic imitation firearm.

The charge is contrary to section 9A of the Firearms and Offensive Weapons Act, 1990 as inserted by section 40 of the Criminal Justice (Miscellaneous Provisions) Act 2009.

Garda Sergeant Jim Collins told the court that Gardai stopped a car at College Road in Letterkenny at 3.45am on July 28, 2023 to carry out a routine search under the Misuse of Drugs Act.

When they questioned the driver, McNutt, they found a flick knife in his possession. After carrying out a further search of the vehicle, officers located the large cache of items in the boot.

Sergeant Collins said that McNutt made full admissions when question. McNutt told gardai that he admitted ownership of the items.

Having heard the range of weapons found, Judge Eiteain Cunningham said she was refusing jurisdiction in the case.

“It is a significant number of items,” Judge Cunningham said.

She added that she was adjourning the case until December 16 to allow for directions from the Director of Public Prosecutions (DPP).

Solicitor Frank Dorrian said he wanted to point out to the court that four of the items recovered were not actual firearms but referred to them as “toys which fire pellets.”

“There was nothing to suggest that they were to be wielded or used,” Mr Dorrian said. “The number was deceptive. The others were deemed to be authentic-looking replicas.”

Judge Cunningham added that she was still refusing jurisdiction in the matter and adjourned the case.

Councillor criticises affordable housing delivery in Donegal as ‘laughable’

County Councillor Declan Meehan has said that the Housing for All policy is not working for Donegal.

A special plenary meeting on housing yesterday saw councillors provided with a breakdown of targets and progress made by Donegal County Council under various schemes provided for by the Department of Housing.

“One example we were presented with was the much talked about Affordable Housing model,” Cllr. Meehan said.

“The government in Dublin have committed to a target of delivering 36,000 homes under this model, and yet there are no plans to deliver any affordable housing units in Donegal due to constraints and limitations under the department’s scheme.

“At best it was discussed the possibility of delivering 10 units in Letterkenny. This sort of return is laughable and clearly fails to grasp the dire situation we are in.”

An affordable housing survey carried out by the council identified just 19 financially viable applicants. Councillors were told that the median income of Donegal residents is 23% lower than the average in the state, locking many potential homeowners out.

Donegal County Council reported a significant demand for the scheme, with 270 submissions received in response to a recent survey.

Meanwhile, housing prices in Donegal have increased over the past three years by 37%, while rents have increased by 59% since 2021.

“This shows the desperate need for a multipronged approach to delivering housing in this county, including affordable housing, cost rentals, and social housing. It’s a simple supply and demand issue which sees house prices – and homelessness – rise every quarter” Meehan said.

Progress was shared on the Vacant Property Renovation Grant Scheme, which has been successful in delivering 46 previously vacant houses across the county into liveable conditions since July 2022, with one-third of these coming on to the rental market.

“Even this scheme has its issues,” Cllr Meehan said. “With bridging finance an obstacle for many to availing of the initiative.”

The special plenary meeting was also provided with an update on Housing Capital delivery across the county, i.e. social housing delivery.

“The numbers are too small, and progress is too slow,” said Cllr Meehan.

“For example, in the Milford Electoral Area alone 242 houses are needed to meet the current need. There are only ten houses in the pipeline, which it is hoped will be delivered by the end of 2026. One single project for the electoral area which delivers 4% of the actual need is not good enough. We need more delivery at scale as a matter of urgency” Meehan said.

“None of this takes into consideration the increase in demand for rental properties for those who are accessing the Defective Concrete Blocks Scheme. With no surplus homes available for people to rent, where are these people meant to live while their homes are being rebuilt?”

Gardaí deploy unmarked HGV for elevated view of distracted drivers

$

Gardaí have revealed that a new, unmarked HGV is in operation on the dual-carriageway and motorway network across the country to clamp down on distracted driving.

‘Operation IOMPAR’ aims to stop motorists using a phone or other electronic device while driving to help reduce fatal and serious injury road traffic collisions.

So far this year, Gardaí have detected over 15,000 people using their phone while driving. That’s almost 2,000 more than during the same period in 2023.

Last month, 421 drivers received a fine and penalty points on their licence having been found using their phone behind the wheel.

The introduction of Operation IOMPAR is already having yielding positive results – with over 100 drivers detected during three periods of action using the HGV – the majority of which were found to be using their phone while driving.

Due to the height of some vehicles, it can be difficult at times for Gardaí to detect motorists committing offences such as travelling without a seatbelt, using a phone or electronic device while driving holding a mobile phone or engaging in other poor driving behaviour that can distract and therefore potentially lead to a fatal or serious injury road traffic collision.

When in use on a targeted operation, the HGV allows Gardaí to observe drivers in any make, model or size vehicle from a more elevated position and therefore help them to enforce the key life-safer offences.

The Operation IOMPAR HGV is driven by a specially trained member and an observer is responsible for detecting distracted drivers.

The observer will relay the information to the enforcement team working alongside the HGV in marked and/or unmarked interceptor vehicles – these must then stop the distracted driver and deal with the offences.

Superintendent Stephen McCauley, An Garda Síochána Roads Policing said: “Ensuring that road users are safe requires us to keep at pace with the latest in technology and to be strategic about how we drive home the message. Our new HGC tractor unit will elevate our position on the roads and help us to detect any drivers committing offences but ultimately it’s about keeping people safe.”

Ballybofey again has highest commercial vacancy rate in Ireland

Ballybofey has again been ranked the town with the highest commercial vacancy rate in Ireland.

More than a third (33.6%) of commercial buildings in the town were lying empty when sampled in the second quarter of this year. It showed an increase of 3.7 points since the same period in 2023, according to the latest GeoDirectory Commercial Buildings Report.

However, locals claim some units in the town are ‘deliberately’ left vacant and owners choose not to advertise them for rent or sale.

Letterkenny had the second highest vacancy rate in Ulster during the same period, and one of the highest in Ireland, at 26.6 per cent. Donegal town stood at 20.4% while Bundoran had the lowest in both Donegal and Ulster at 13.4%.

The commercial vacancy rate across County Donegal was 19.4% in June 2024. This figure represents an increase from the same period in 2023. The twice-yearly analysis, prepared by EY, found that the commercial vacancy in Donegal was higher than the national average of 14.4%.

After Ballybofey, the highest commercial vacancy rate in the State was Edgeworthstown, Co. Longford (30.2%) and Shannon, Co. Clare (29.8%). At the other end of the scale, Greystones, Co. Wicklow (5.6%) and Carrigaline, Co. Cork (7.2%) were the towns with the lowest vacancy rates.

The highest vacancy rates continue to be found in the west of the country with Sligo, at 20.5%, recording the highest proportion of vacant commercial units in Q2 2024. Donegal (19.4%), Galway (18.5%), Limerick (17.5%) and Leitrim (17.5%) rounded off the top five counties with the highest commercial vacancy rates.

The highest proportion of accommodation and food service units were found in counties in the west of the country, accounting for 24.0% of all commercial units in Kerry, 20.5% of all commercial units in Clare and 19.2% of all commercial units in Donegal.

Meath, at 9.8%, was the county with the lowest commercial vacancy rate in the country and the only county in the State with a vacancy rate below 10%. Wexford (10.6%), Cork (12.4%), Kerry (12.5%) and Cavan (12.5%) were the counties to record the next lowest commercial vacancy rates.

In Dublin, the commercial vacancy rate was 13.3% in Q2 2024, an increase of 0.2 ppts compared to the previous year. Using NACE* codes to classify commercial units by economic sector, the latest GeoDirectory Commercial Vacancy Rates Report has identified broad trends in the use of commercial units nationally. Of the 180,515 occupied units nationally, 154,217 have an assigned NACE code.

The analysis found that the number of commercial units classified by NACE codes has decreased by 1,370 units between Q2 2023 and Q2 2024. The majority of this decrease can be attributed to the services sector and the retail and wholesale sector, which declined by 625 and 514 units respectively.

Looking specifically at the accommodation and food services sector, a total of 22,211 commercial units in this sector were recorded in June 2024. This represents a decline of 270 commercial units compared to the same period in 2023.

Commenting on the findings of the latest GeoDirectory Commercial Buildings Report, Dara Keogh, CEO of GeoDirectory, said, “The national commercial vacancy rate has increased steadily in recent years, and at 14.4%, is now at the highest level since GeoDirectory began tracking commercial vacancy data in 2013. Changing consumer habits, the growth of online commerce, remote working and rising business costs have all contributed to a realignment of the commercial property market. The reality is that some of these commercial units may never now return to the commercial stock, requiring action to provide opportunities for targeted regeneration projects and the repurposing of long-term vacant buildings.”

Alert over suspicious callers offering home improvements

Gardaí in Donegal are urging people to be wary of bogus callers operating in local communities.

It follows recent reports in Churchill where men in a white van were calling to homes and offering to do roof repairs and powerwashing.

“While there, they also enquired about items on the properties in question and whether or not these items were for sale,” said Garda Grainne Doherty in a community appeal.

“In light of these reports, we wish to issue a reminder for those with family members who may be susceptible to having bogus callers and rogue traders call to their homes.”

“Such callers may offer services such as powerwashing, painting, selling goods etc. They prefer to target the more vulnerable and people who live alone.”

The advice from gardaí is to not engage with such callers.

Gda Doherty said: “Don’t open your door to anyone before you are confident that they are known to you or that they have a genuine reason to be there. Use a chain lock for added security.

“Bogus callers can be intimidating and often refuse to take no for an answer.

“Contact Gardaí immediately should you encounter such a caller and try to give as much information as possible, description of person, registration number, direction of travel etc.

“We ask you to be vigilant when out and about and report suspicious activity/vehicles/callers to us immediately.”

A farming initiative in Inishowen has been awarded €22,000 in funding.

‘Fit 4 Farm Life’ is run by the Inishowen Development Partnership (IDP).

It received the funding as part of a national allocation of €850,000 for farm safety, health and wellbeing projects.

Minister of State at the Department of Agriculture, Food and the Marine with special responsibility for Farm Safety, Martin Heydon, will today formally announce the awards of the successful projects at the National Ploughing Championships in Co Laois.

“The €850,000 in funding I am announcing today will support twenty projects across Ireland to increase awareness around farm safety, health and wellbeing,” Minister Heydon said.

“There were a range of approaches to supporting farmers, particularly around mental health and wellbeing. The unfortunate reality is farming has a poor record when it comes to safety in the workplace. Farmers also experience a disproportionate burden of health problems related to cardiovascular disease, cancers and mental health. The projects will provide support to address the challenges that farming families and those working with farmers face around farm safety, physical health and mental health and wellbeing.”

Frightening trends on Donegal roads as drunk driver caught TWELVE times over limit

Several drink and drug driving incidents in Donegal last weekend have been described as ‘extremely worrying’ by gardaí.

Detections in the Letterkenny area included one drunk driver who was 12x over the legal limit. Gardaí were alerted to the vehicle on Saturday evening when they discovered its tax was 837 days out of date. The driver had no driving licence or insurance.

The vehicle was seized and the driver was charged to appear in court.

Other serious incidents included a driver arrested in the early hours of Saturday morning for being seven times over the blood alcohol limit. Gardaí first observed the vehicle being driven erratically and then found that the driver also had no driving licence and was uninsured.

Another driver was arrested after being caught seven times over the limit on Sunday night/Monday morning.

A case on Saturday night saw a driver failing a roadside breath test at an Mandatory Intoxicant Testing (MIT) checkpoint. The driver was found to be 3.5 times over the legal limit and was charged to appear in court.

On Sunday evening, September 15th, the Letterkenny Roads Policing Unit stopped a vehicle being driven in a careless manner. The driver, who had no licence or insurance, tested positive for cannabis. The driver was arrested, and a blood sample was taken. A quantity of suspected cannabis was also found in the driver’s possession.

Later that Sunday night, officers at another checkpoint arrested a driver who tested positive for cocaine and opiates. A blood sample was taken, and a quantity of suspected cocaine was found in the vehicle.

Reacting to the detections in Letterkenny, Garda spokesperson Grainne Doherty said: “It is extremely worrying that so many drivers are still making the poor decision to get behind the wheel while under the influence of alcohol or drugs.

“We continue to urge all drivers not to make that decision as it could have very tragic consequences for them and/or for other road users.

“Please arrange to have a designated driver for your night out or call a taxi or family member to bring you home.

“The consequences of drink/drug driving are very often life altering and irreversible.

“Nobody can claim ignorance when it comes to the possible consequences of driving while under the influence of alcohol or drugs.

“We appeal to all drivers out there to please think road safety at all times and to help save lives on the roads by always making responsible decisions.”

Sixth people lost their lives on Donegal’s roads in recent weeks. To date, a total of 131 people have died in road fatalities nationally.

Gda Doherty urged people to help keep the roads safe for all: “We appeal to the public to always report suspected instances of drink/drug driving to Gardaí. Gardaí may be contacted on a 24/7 basis at Letterkenny on 074-9167100, Ballyshannon on 071-9858530, Milford on 074-9153060 and Buncrana on 074-9320540.

“In the event of an emergency, please call 999 or 112. “

The Irish Coast Guard’s new Rescue 118 helicopter made its first visit to Donegal yesterday.

The first of the new AW189 helicopters landed at the Malin Head Coast Guard centre as part of a familiarisation flight.

“It was great to meet the crew and have a look around the helicopter,” a Malin Head Coast Guard spokesperson said.

The transition to the AW-189 will take place early in 2025 and will be based in Sligo.

The new ten-year contract was awarded to Bristow Ireland Limited by the Department of Transport in August 2023.

Bristow is set to provide a range of essential state services under the new aviation service contract.

These will include Maritime and Inland Search and Rescue, Environmental Monitoring, Helicopter Emergency Medical and Air Ambulance Services, with enhanced mission control and communications systems.

For the first time, the Coast Guard’s aviation service will also have fixed wing aircraft capability available on a 24/7 basis to support the delivery of these essential services.
